It is my understanding that Mr. Beck wants to debate the merits of various methodologies, which I would be happyto do. The purpose of this memoran- dum is to try to state the difference of opinion as simply as possible, Fiscal impact analysis is really the discipline of economics, and, as you all know, economic advisors can and often do differ. That is why every president has a different economic advisor, and some have several, different ones during their term. Below are two pie charts which illustrate the income and cost model Al Beck is using. Income which the county can use for discretionary purposes is listed on the loft, Two major places where t -Le county, provides ,services are on the right. Mr. Beck analyzes salos tax and property tp.x for the Fourteen Mile House Subdivision separately, and estimates the proportion of all other major revenue sources on the basis of the number of people which will reside in the subdivision. sir. No ling-term temperature data are available for the pro- ject area, but conditions are similar to those in the Sacramento Valley. In Chico, the mean monthly high for July is 97°F, with summertime temperatures above 1000F being common. The mean monthly low for January is 36°F, but temperatures in the twenties are not uncommon. precipitation at the project site averages 'about 50 inches of rain per year. Light snowfalls occur rarely and melt rapidly. Air quality in Butte County is relatively good, but national air quality standards for oxidants (smog), carbon monoxide (CO) and suspended particulates are occasionally ex- ceeded at some locations. The California Air Resources Board (ARB) and U.S. Environmental Protection Agency (EPA) have designated Butte County as a nonattainment area for these pollutants. TheP roject site lies within a. transition zone between Yellow Pine Forest and Chaparral habitats and contains ele- ments of both. Sortie major species of Yellow Pine Forest such as sugar pine, incense cedar and white fir are absent. Other species such as yellow pine and California bl, ,12% oak are wide- spread. Manzanit.a and wild lilac are also found throughout the site. Herbaceous species include several Biasses, hedge parsley, woolly sunflower, coyote mint, skullcap, hedge nettle and others. The chaparral. habitat intergx: ades with the Yellow Pine Forest habitat and occupies a considerable area near the edge of the steep canyon walls. Typical species include buck= brush,_toyon, scrub oak, manzanita, buckthorn and poison oak. Herbaceous species include rattlesnake Weed, Booker's plan- tain, smooth cat's ear, wild iris and western morning glory. A small area of riparian habitat occurs in the vicinity of the spring ain rea he northern portion of the site and somewhat along.. the larger ephemeral streams. 'Vegetation in these areas is primarily herbaceous; -includi11 ng beardgrass, horseweerl, cat- tails and monkey flowers. Several introduced species are located near the Fotirteen Mile House site. These include Japanese quince bushoss poach k loc trees, blacusts and black walnuts. Brewer's rocket (Arabis breweri var. austinae) a third species in the same category, has been reported from rock faces several. miles to the south of this property. It was not observed on this site but even if any may have gone undete;.ted;, no construe - tion is planned on the rock faces. Robust checker mallow (Sidaleea robusta) is officially recognized as "rare and en- dange.�ed" and has been reported within a few miles of this site. Although a related species of Sidalcea occurs near the spring, no remnants of robust checker mallow itself were observed during the survey. The vegetation on the site provides excellent habitat for many large and small species of wildlife, including deer, bob- cat, skunk, rabbit, squirrel and mice. Many species of birds inhabit the site including quail, meadowlarks, thrushes, spar- rows, jays, woodpeckers and mourning doves,. No rare or en- dangered animal species are known to inhabit or depend on the project site. The site is currently vacant. Surrounding lands are also vacant=except for a single house located just north of the pro- ject site. A 20 foot encroachment upon Highway 32 currently provLdes access to the site. This access is to be abandoned., and ro- placed by a 60 foot encroachment located about 100 :feet to the north. An encroachment permit from Caltrans will be re quired for this action. internal access will be provided by oiled, gravel -based private roadways. The California Department of Forestry, in cooperation With the Butte County Fire Department is responsible for fire protection. Response time for the volunteer station in Forest Ranch is estimated to be 5-10 minutes. Back-up units would respond from Chico.
