We Are not concerned- about wildfires in the wintertime, certainly; but, if a house burns and a fire truck can't get in on the road, we lose a.. family. The County does. not want to be responsible ;Cor that or any other kind of loss of property or lifedue to the i7ab i.ty of the County to service on an emergency basis, police and :Eire protection, at any time. It is just too remote. If you stretch that road out you would place the 'development a much greater distance from Chico than it appears to be on a map." Schrader: "Yea, but do you have .faith in the County Fire Department? Condition NJ: Meet conditions of County Fire Departitte,11t or other responsible agency. I guarantee that Mr. Tei.e is not about to let that happen." Collins: "I don't have faith with the reduced resources that are available today; and this will reduce the resources even more. I believe that they would do their best." Chairman Lambert; noted that it is 11:00 P. M. Commissioner Bennett made a motion to extend the hearing 10 'minutes. Chairman Lambert noted that she was not prepared, or ready, t0 hear a mo tion tonight, and suggested that if the Commission is satisfied with testimony that the hearing be closed. Commissioner Bennett's motion: was secondcd by Commissioner Schrader and unanimously carried. In rebuttal,,, Dan'Hays commented that this project has been in the making 'since 1979; that cost of services will be provided by .their community services district --`already have the fire truck there and plan to purchase more; ctuestioned that anybody will ever be happy with a £iscaa. impact report --something new to the County; that 30 thousand dollars worth of sal, evaluation shows there are soils up there --the question is to what degree can we put density;' that, if necessary a school construction fee can be levied that a project in the area was stopped ,3 years ago until a study is drone, and,, to date, nothing has g been. lone;. that the General Plan designation is A -R an most of the property; that this project is something thati was not conceived overnight; thatilve know we have the finest development that Butte_,., County has ;had so far ands it should be used as a model by developers to pay their own: way so that they do,not burden other, taxpayers,." In respons0 to a question from Chairman Lambert, Mrs.. if telae ^ said that a letter dated 6:ctober 26, from rrr: Uanhart and'e6ceived by the ap- p7 cant tonight (Later read into the record), Brought up;some concerns Whose concerns and others regarding the location of lagoons and residences, concerns' about mosquito abatement, and others that may not beaddressedin the specific plan Leave some questions as to whether the Commission has bei ore the:gin complete plans.
