for Bidwell Heights Land Company on 1,200 acres of landl in Butte
County.. -your environmental assessment should consider the

1. The proposed project is within an Area of Special Biological,
Importance, Bast Tehama Deer Herd (formerly Bucks Mountain.)
winUer range,which requires forty -acre minimum parcels to
insure migratory deer herd survival.;
2. The projected development density is anticipated to oestroy
1,200: acres of wildlife habitat and numerous associated
game and nongame populations including sensitive species
such as the golden eagle.
3. Significant adverse off-site impacts may occur if development
at the proposed density is realized. Potential adverse
impacts are:
a. Drainage, erosion, and pollution ilnpacts on 'Litt?_e Chico
Creek causing flood control problems and poor water
quality;
b. Loss of downslope springs and vegetation caused by
lowered water tables as a result of up slope wells.
c_ Wildlife losses from free roaming pets, human_ harassment
and disturbance, and illegal hunting:..
-_ d. Habitat and. wildlife losses caused by service and. utility
construction to the site, and roadkill.
4. Mitigation: for potential impacts.

Mr. Reid said that if existing data were adequate that would be acceptabl:
If the data were questionable, more holes would be needed. It would
depend on the design of the subdivision.
Mr. Reid said that a PA -C is usually very specific. There is a problem
making general comments on, what will be a specific project:
Mr. Streeter said that individual projects will havo things to work out
after conceptual approval, Ld may have to come back before -this commi.ttcjc:_
Certain things have been shown on a map, :such as building areas and
Leach areas, which may change. He wondered how a community ,,erviees
district might deal with the water and a sewage disposal system.
Vx. Croningcr said that this is an EIR for a Specific: Plan. He wanted
to know if the application is also for zoning?
.nr. Streeter explained that the Specific Plan would go to the Planning
Commission and the Board of Supervisors. The next step would be td rezone
Mr. Croninger wanted to know how a PA -C rezone can be dome without a
development plan. Basically, he said he wanted to know if the property
could have a blanket rezone to a PA=C.
Mr. Streeter said he understood that at this point conceptual approval 1:9
being sought, rather than specific approval as is usually ;done.
Mr. Croninger asked if ,after the Specific Plan, the next step woulrl'be
zoning. If so, how would a PA -0 be rezoned? Would the Specific Plan
be accepted as a PA -C and be recorded?
Mr. Streeter said that the idea of a Spacfc Plan document is that it
could be Used for individual projects after it is certified without, doing an
individual EIR for separate', projects. This won't all be PAWL anyway. There
wIII be other zones.,, Some of these questions involv,ng the water system'
and roads ;should be discussed before the rezone:,
