The a.ttachecl initial study was prepared for the proposed cancellation f. oa Williamson Act contract which was initiated for this property in: 1972, The Land Conservation Act Agreement specif. t 160 acre minimum acre parcels. In order to mitigate the concerns outlined in the attached initial study, the applicant agreed to apply for ER --40 zoning, A, favorable recommendation by the Planning Commission and approval of the rezone by the Board of Supervisors would be followed by action to cancel the LCA agreement, A negative declaration regarding' env;irorimental impact is recommended for the subject rezone. In the e'ven't the rezone is approved and the property is later removed from the Williamson Act, further environmental review would be done at such time as a specific develop- ment.proposal is ,submitted for the property: An appropriate environ- mental determination would be made at that s' -age; a mitigated negative declaration or an Environmental Impact Report (EIR) would' be themost probable choices rather than a negative declaration, In the event the applicant agrees to mitigation measures for the would be recommended► possible mt� aced negative declaration s3.gnxficant factors identified.P, mi at g g mitigation measures are listed towards the end of the initial study to address potentially significant impacts., (Note; These mitigations are not applicable for the current rezone,) The FR-40zoning is considered to be a mitigation forl the su4equent project, namely the withdrawal of the property from the LCA agreeinont, The Strangtown road rezone proposal t currently undex cons de at on n� by the planning Commissao'recommends FR -40 toning for the Ptoject site.
