W (9) Approval of Rough Draft Vr,,�izway Agreement. After receiving written notifica-
t1on of acceptance of the final environmental. document from the PIMA, MID approves
the rough draft of the freeway agreement for presentation to the local agahcy fe-.

way agreement by the local agency, the agreema_nt is torwarded t0OP&D. ,
(11) Presentation of New Connection Report to CRC. The new connection report is
presented to the CHC wit a recommen-crat'xon that the 7,'ttached resolution be approved.
CHC action is by approval of a formal resolution. OP&D will notify the District
by teletype concerning action taken by the MIC and transmit certified copies of the.
resolution by route tag.
tThe District in turn is responsible for notifying the citien and counties con-

In special cases (for example, for a theoretical connection to ph adopted route

Preliminary reetincs are held between the local agency and the District to deter -
mire if the proposed new connection is feasible from both an engineering and Finan
dial viewpoint. if the proposal is considered viable, the following procedures are
followed; (if the local agency has requested a new connection by retolution and the
proposal is not considered viable, stop the process and wAimit.a report recommending
-� °disapproval as outlined in Article 3-9.4(4).)
a) Local agency passes resolution requesting new connection. (This step may have:
preceded tine preliminary meetings.:)
(b) bistrict sends copy of resolution for advance information to OP&D: memo
briefly states the situation andindicates anticipatedcourse of action,

(k) Notice of availability of draft ED published by Local agency:
(l) ED is circulated for .comment by local, agency. District will furnish local
agency distribution list.
r (m) Comments are received by local agency. Decision to pxocaod with hearing pro-
cess is made in consultation with District.
(n) Notices of Public Hearing or Opportunity are published by local agenc' and
mailed to parties on District furnished list.
(o) Presiding officer selection is made by the Local, a5ency subject to the con-
currence of the District Director. District notifies OP&D of selection and,
hearing arrangements
(p) Public hearing is conducted by local agency.. TherYce hoax,ings can be lengthy
and tend to interfere with normal. Local, agency busitless when combined with a
regularly scheduled business meeting. Therefore all efforts should he mode
to schedule the new connection hearing as a separatb heariiig. The presenta-
tion must cover all the required items and will preferably be made by the
- local agency with the District staff in a support• capacity. In any case,
responsible District representatives will be present at the hearing.
