(Thea Hosler Trait is a rural residential development in an agricultural area e several commissioners expressed willingness to consider out request, they noted that under the present wording of the General Plan (Land Use Element, pages 73 and 74), they, did not have the flexibility to approve the application, regardless of itsmerit. It was pointed out at the hearing that revisions of these Policies "were been recommended by County Counsel, and such revisions were being Looked into" by Y Plannittg staff and_ Board We concur with County Counsel that changes should be made in the General Plan to eliminate a possible legal problem with "zoning by resolution" and to provide a limited measure o' flexibility in the careful application of buffer zones to those instances where commercial agricultural operations interface with small lot residential developments. With the help of our consultant, Mr. Earl Nelson of Chico, we have written suggested changes to the General Plan which will bAtisfy both the County's needs and those of other property owners in our predicament.
