So far &s we have been able to determine, the only access con- nections needed or proposed at this time are the four pre- viously discussed with Caltrans. Accordingly;we have iden- tified two study areas which would be affected by potential development de:0.Ving access from the proposed 11' hway 32 connections. One of 'these, study areas surrounds the proposed Headwaters Road connections at.d the other surrounds the three p pro osed connections 'near l'en Mile house, in determining boundaries for these areas, we considered terrain features (steep slopes) and alternate access roUtes.
