Mr. Edell said that condition V419 in the Public Works letter of June 29, '1983,
was incorrectly written. it should be as follows, "Construct emergency access
road to RS -9 -LD -1 road standard, and construct breakaviay gate at intersection
of emergency access and a publicly maintained road."
Mr,. Jay Halbert, the applicant, said that he was planning to go ahead and build
an all weather road anyway. The neighbors are happy about it. Dick Tiller
will write a letter that it will be okay. -
Mr. Edell said that th'e reason for the -emergency access •i :s because of 20 units
on a cul=de-say.. Condition 19 would remain, but if the standard is exceeded,
that would be fine. He described the minimum standard.
Mr. Halbert asked about bonding a portion of the work --the blacktopping.
Mr. Edell said that would be fine.
Mr6 halbert said that he wanted to have a gravel surface during construction
and then black top the_road later.
Mr. Edell said that that the road did not need black top anyway. The idea was
to keep the dust down for a period of time.
Mr. Hironimus said that they would condition the project to have the road go
to at least where it goes. The Planning Commission cares about that sort of thing.

Mr. Reid explained what the Health Dept. needs to know at the present tim .
In order for, this project to go to the Planning Commission, the applicant
should submit the necessary information to the Health Dept. so the
Health Dept. can prepare the list of ccnditions to forward to the
Planning Dept.
Mr. Hironimus said that the project could be scheduled for the Planning
Commission when the Health Dept. verifies that they have the plans they
deed.
Mr. P•elid said he didn't think it would be a* problem and uo go ahead and
schedule the item, The applicant should turn the pans in right away.

ANALYSIS;
This project is a rezone to PA -C to allow 27 single-family dwelling units
on 20.74 acres. The 27 units will be located on approximately 6 acres
of the northerly portion of the subject property; The project has been
reduced to this scale from an original proposal of 123 units on the 20.74
acres. Development on the remaining 15 acres will be applied for through
a subsequent PA -C application. This can be accomplished by rezoning
the entire property PA -,C at this time and reserving that 15 acres to
the south for "future development" This phase of the development yields
a density of 4.76 dwelling units per acre, which is just slightly higher
than the 4 dwelling units to the acre required by the Lout Density
Densignation of the General Plan. (6 dwelling units per acre is only
allowed when the project is on a public sewer system) TThe size and
shape of the initial phase of development does not 'lend itself to provid-
ing much common recreational area gas opposed to common open space around
the front yard areas. Adjustment of densities and provision for rec-
veational facilities `an be addressed during future. PAy-C.hearings. In
