We would suggest that natural drainage areas be used to
establish the district boundaries; such as the Thermalito
area, Wyman Ravine Drainage, Honcut Creep Drainage, And the
Dry Creek Drainage. Easements would be necessary and should
be required for necessary access to all drainage chatxelS
for maintenance.
The EIR (p. ii, 46 and 49) proposes mitigation for
wildlife by preserving riparian habitat or replacing airy
which must be destroyed. We view this proposed mitigation
as detrimental to the protection of the publicis health, and
we have had discussions on this issue with Fish and Oame
Authorities. The two agency agreements have been to try to
work out ways to prevent standing water and to permit access
for inspection and treatment of Potential breeding areas,
and still. preserve as much riparian habitat as possible.
Both the health and wildlife interests must be considered;
and therefore, a substitute mitigation should be to require
