Such would not be the case with the PA -C zone as interpreted by the planning department. My opinion differs with that of the planning staff for these reasons. The property is located along the west side of Pehtz-Magalia Highway, approximately 1.5 miles to the north of the intersection with Pentz Road. The property " covers portions of the NWj, NE, & SW--4 of Section 18 and the SW1 of Section 7, T. 21 N., Re 4 Ee, Cherokee Quadrangle, 7.5' series. The proposed project is for the development of a thirty unit subdivision. •Prior to conducting an archaeological survey of the property I consulted the archaeological site record files located at California State University, Chico to determine if any previously recorded archaeological sites were located within the project area. No previously recorded archaeological sites were located within the project boundaries Sixteen prehistoric' archaerlogical sites had been recorded within a one mile radius of the project area, the closest being approximately- one-half mile from the property boundary. The property covers a_relatively level ridge top with the boundaries along the canyon rim. The vegetation of the area and b is open oak--grassland with a scattering of pine, manzanita uck brush. Ground visibility was very good throughout the property area. The focus of my survey was,a visual inspection of the ground surface for artifacts; topographic anomalies (e.g., mounds), differential: soil conditions, surface features and organic debris indicative of prehistoric/Native American activities And for structural remains and artifacts indicative of early Euro -American activities. Upon surveying the property several areas with the same habitat types and plant associates that are associated with Sidalcea robusta elsewhere were discovered. However, careful surveys of these areas revealed no new populations of this rare species. it should be opted that although the rare S'ida-lcea does not flower this early in the season its vegetative growth has already 'begun and the ba.sel leaves are plainly visible to the trained Observer, This, and the 'absence of livestock grazing, facilitated this "early season's search. The survey for Juncus_'leiospermiis,was conducted differently.
