As shown on Figure 1, the 30 -acre residential development and wastewater facilities for Par- cel 2 are located on the west side of the Pentz-Magalia Highway and north of Pentz Road, about 5 miles south of Paradise.. The project involves a low-pressure wastewater_ collection system, a 12,500 gallon per d.ay (gpd) capacity package treatment plant,, a 6.6 acre-foot wet Weather stor- age pond, and an effluent reclamation system using sprinkler irrigation-. Waste- water. -will be treated to secondary quality level, filtered, and used for irriga- tion of approximately 4.5 acres of pasture. The storage pond and irrigated area will be located on adjacent property under separate ownership (Casey property). No wastewater will be discharged into surface waters: Effluent will be chlorin- ated after biological treatment and filtration, before it is conveyed by pipeline to the storage pond, Effluent quality will comply with the requirements bf Title 22, Division 4 of the California Administrative Code. Wastewater Flow Projections As 'indicated in Table 1, the projected flows are maximum day values. Recent win- ter water use data obtai',ed by Culp/Wesner/Culp (CWC) for two residential devel- opments shows that average daily flows per home are between 160, and 1.65 gpd. Winter water use December through March re resents a close approximation of ( g ) p wastewater flows since there is little outside water use at that time, One of the pp subdivisons (Lake Wildwood) is in Nevada County, the other (Aubut-h Lake Trails) i i The treatment and disposal facilities will be designed to process domestic sewage 13 from 54 two-bedroom and three-bedroom homes in Lime Saddle Ridge Estates, the maximum size development allowable by Butte County on the total 54=acre area. The current project (Parcel 2) will be limited to 30 homes on 30 acres. While the wastewater flows from Parcel 2 will be smaller, than the design capacity of the proposed wastewater system, both economics and simplicity of operation favor construction of a single system now; rather than multiple components now and in the future: As 'indicated in Table 1, the projected flows are maximum day values. Recent win- ter water use data obtai',ed by Culp/Wesner/Culp (CWC) for two residential devel- opments shows that average daily flows per home are between 160, and 1.65 gpd. For design purposes, however, the maximum day value of 12,200 gpd' will be used. Package Wastewater Treatment Plant Raw sewage from the homes in Lime Saddle Ridge Estates will be conveyed to a fenced treatment site within the development. Contained within the treatment site will be facilities for three separate treatment processes: (1) biological treat- ment, merit, 2) dual -media filtration, and (3) chlorination. A schematic diagram of these facilities is shown on Figure 2. The package biological system will produce an effluent of 30 mg/L or less of BOD and suspended sol°ids. Following filtration, the final effluent Will contain approximately 10 mg/L of BOD and suspended solids. Following. filtration, disinfection will reliably reduce the coliform count to a level of 23 MPN/100 ml or less, prior to discharge into the effluent 3 pipeline, thereby meeting and surpassing state criteria for effluent quality required to irrigate pasture, or to surface irrigate orchards or vineyards. The effluent pipeline Will carry treated wastewater to a storage reservoir located ' near the irrigation area. Disinfected effluent will discharge into 'a pipeline leading to the ritorage pond. When extended power outages occur, an emergency overflow will divert wastewater from the package extended aeration unit through the chlorine contact basin prior to discharge to the storage reservoir. In this way, the raw sewage will receive at least primary treatment and disinfection prior to discharge. a Effluent Quality The T tent system described above surpasses the mandatory reclamation criteria trea m y_ gill developed by the California Department of Health Services for the types 'of irri- gation proposed for this project. These criteria are contained in Title 22, Divi cion IV, of the California Administrative Code. The criteria for spray irrigation of pasture or surface irrigation of orchards or vineyards require only that the wastewater receive the equivalent of primary treatment. The treatment facilities to be installed for Lime Saddle Ridge Estates will produce a secondary effluent that is also filtered and disinfected prior to discharge,. Storage Reservoir Treated effluent will he contained in a storage reservor which will serve as the source of irrigation water. The reservoir will be sized to contain all wastewat+r for a 6 -month wet season When effluent irrigation is not "possible: At design flow of 12,200 gpd, the reservoir must hold a maximum of 2.15 million gallons of wastewater and rainfall (6.6 acre-feet) during the nonirrigation season. vew am The storage reservoir will be located on private property adjoining Lime Saddle • encs will be constructed of Ridge ,n the vicinity shown on the lot plan. Embankments p = native site soils. ,Soil in the area of the storage site shown on Figure 1 is classified as a Peters clay, while soil to the south is a Mi l lsholm clay 10 am, according to 'soil and vegetations maps prepared cooperatively by the California Division of Agricultural Sciences and the U.S.- Forest Service: These soils have'a very high clay content; winsuriog adequate sealing of the reservoir. Runoff from land above the site will be routed around the, perimeter of the reservoir in drainage ditches. 6 Irrigation Disposal System Reclaimed wastewater from the storage reservoir will be used to irrigate nearby pasture on the same property which contains the storage reservoir. The location of the proposed irrigable area is shown on Figure 1. The primary disposal site, capable of .using all wastewater and accumulated rainfall, will be spray -irrigated pasture grass: A portion of the project water ray, however, be used on surface irrigated orchard or vineyard which ;will be separated from the spray -irrigated area by a buffer strip of 100 feet. Design cirteria for the spray -irrigated pas- ture grass area are described below. Any area devoted to an orchard or vineyard would be in addition to the area devoted to pasture grass. A water balance for the reclamation system is provided in Table 2. The table includes wastewater volumes generated at full development of Lime Saddle Ridge. Estates, rainfall at the site representative of 1982W03 (about a 100 -year :event):, evaporation from the storage reservoir, and monthly application of irrigatiun water necessary to dispose; of all wastewater and rainfall. At an application rate of 3.0 acre-feet of water per acre per year, recommended by the Oroville office of the agricultural, Extension Service, for pasture grass, 4.5 acres will be required for the project, as shown in Table 3.. Soils in the irrigable area shown on Figure 1 are a Mi`llsholm clay loam (predomi- oant) and a White Rock loamy While relatively sallow, both soils are reported as h - good for Pastore by the Forest Service Soils and Vegetation Survey. Reclaimed wastewater will be pumped from the storage reservoir and applied to the pasture using an underground distribution system. Sprinklers will be set on risers and fitted with nozzles providing a low trajectory and minimum aerosol productions The irrigation pumps and controls will be located at the storage reservoirs Tailwater collection systems will be provided for all irrigated areas. bitches or low berms will be used to d"l, rt surface runoff to a catchment area sized to contain one inch of runoff r;<; the spray"irrigated area.
