Jere Bolster of Drake Homes asked whether the change of the A-2 zone to the U zone met the intent of Superior Court decision to obtain toning which complied with. the - Specific Plan, There are really two questions to resolve: 1. Does the -U zone conform to the Butte County General Plan? 2. Dict the change from A-2 zoning to U zoning constitute a. "'rezone" or, a change of zoning . provisions for purpose and intent, permitted iises, conditional uses., densities, development standards; and other standards and requirements?' In 8L6swer to the, first question, the U zone is more in conformance with the General Plan than the, A-2' zone, This conformance is'`intended 'to be, short-term until speci£rc toningr replaces U zoned areas,; such rezones would be initiated by private applicants or by the County as part of area wide rezones. Refer to attached excerpt from thel Commission minutes of January 3.0, 1985 In, res ponte to the second question,` the change from A-2 to, U zoning was not a rezone:, but a restructuring, E' of the zoning provisions.
