Traditionally, reduct.io.ns in.vehicle:miles travelled (VMT) have been targeted. for ,reducing, emissions associated wi th motor vehicle travel. However, with the gradual reduction of emissions dui: to increasingly stringy nt—gmJssions standards, ,reductions in vehicle trips is as important in estimating potential emissions as reduction.in VMT,, especially for short trilps. For example, approximately ;60 of' a catalyst equipped moto.r.vehicle's hydrocarbon emissions will occur.. within the first mile of a seven mile trip at an average of B miles Per hour (see Figure 2). Supplement 2 to Procedure and Basis for Estimating On-Road Vehicie Emission's can be used for Assessing Cold start/hot soak emissirns for motor vehicle trips. Co Local Scale Analysis - Estimate of project's air quality impact in the vicinity of project. Special emphasis should be placed on itlentify ng locations of sensitive receptors (i;,e,, hospitals, schools, etc.) and the actual exposure to pollutants.. Concentration of carbon monoxide and lead are of primary concern. We recommend that-a suitable microscale model such as CALME 3 (Reference item 6) be used to analyze the project's carbon monoXide impact; This mode] is applicable to intersections, roadway links, • and ingress/egress points of parking. A lead` analysis should be performed if local stationary sources of lead emission5 !are present in the area or if the project is in an area - that exceeds the national or state 'lead standards, b. Corridor~ Anal sis When a project acts as a generator or attractor of vehicle trips which may; result in. a significant change in level of service of local roadways, freeways, or arterials, the affected transportation corridor should be analyzed. This analysis should include the expected change in emissions for the corridor due, to changes of speed. This analysis should also take into consideration cumulative impacts as described in Part F. E. Hazardous Pollutants2 - Airborne hazardous or toxic pollutants exPected to be generated by the project must be identified'. The types ofpollutant, quantities emitted, ambient' background levels and potential_ impact on public health must be addressed. In addition, it must be identified if a. project is to be located in an area which may be impacted by existing or planned facilities" with the potential to emit toxic or hazardous pollutants. An air quality analysis, ofhazardous air, borne pollutants should discuss the following 'poi,:: 2See State of California Administrative Code Title 17, Ch., 1, Part II'. _3_ Revited,'RPD 6/83 _ ttmasivaeml ii Figuhe 1 11BIENT: AIRt1AL!'TY S1'A,WeFtCD' Pollutant Averaging 'ImO Calllarnia Standerder National'Standerdor ,..
