General Comment:
As in many other communities, the noise environment; of
Orovil,le is dominated by traffic noise. During the course
Of the noise survey, it seemed that much of this noise was
unnecessary and in fact resulted from 'violations of
eXisting vehicle noise emission statutes.

The existing residential noise exposure might be reduced by
a- number of methods.
1) The presence of some form of noise barrier
either walls, buildings or trees - to the gouth of
the railroad track, north of Baldwin Avenuo. This
would lessen the impact of rail noiso tin the
McClellan-Spencer Avenue area.
2) The use of sound insulation in any new
residential construction or remodeling of existing
construction would lessen noise exposure.
3) The conversion of residences to day ua(111 purposes
would reduce noise exposure.
Future exposure of new development to railroad noise
exposure could be minimized or avoided by the rollowing
1) Where feasible, use sound barriers such as
berms, walls or suitably heavy tree belts to reduce
noise levels to a Ldn of 55 or, less.
2) If exterior noise levels cannot be reduced
satisfactorily, restrict ,land uses to non-noise
sensitive purposes.
3) Require appropriate sound ,insulation for all new
construction within high noise level areas.
4) Increases in line operations and switching.

C. Qroville Municipal: Airport:
The airport is a general aviation airport, initially
constructed as a military airfield. There are two runways,
with lengths of about 4300 and 5700 feet. The longer of
these, runway 1-19, has the better approach and departure
conditions and approximately 80% of the high, performance
flight operations use Runway 1.9.
The current level, of airport operations is approximately
90,000 operations per year. Locally based planes account
for about 60 percent of these operations. There are on the
order of 100 W 1.50 corporate. jet operations per yoarj all
using Runway 19, and generally restricted to daylight hours
due to lack of runway lighting on the longer runway.

Some precautions should be taken in uging this noise
contour:
I. This analysis presumes that all airport
operations are during daylight hours. This is
generally a goad assumption ( erg. OY.4ced at preaont by
the lack of runway, lighting On runway 10.) But the,
possibility af' nighttime airfreight and airtaxi
services cannot be overlooked.
2. The contour pati.tion calculations are on a noise
energy basis, and do not include any aeknotvledgmontr
that aircraft noise is >articularly intrusive, An
