Caltrans, District 3, has reviewed the supplemental EZR for the t)roville Area
Land Use Plan, a revision to the Butte County General Plan which will establish -
land use policies in the unincorporated Orovil.l.e area.
Caltrans supports efforts by Butte County and the City of Oroville to undertake
an areawide traffic study, as described on page 36. impacts to State Foutes 70
and 162 due to projected growth should be identified. Alternatives for mitigat-
ing any impacts should be developed. Methods of financing improvements to the
State highway system should also be identified.
We also support the construction of east -west arterial/collectors, as described
in item 3, page 37 in order to provide alternatives to State Route 162 (Olive
Highway).
Please note that the planning area west of Highway 70, as referenced in Item 5
P@90 37s appears to he within the access -controlled limits of Righway 70. The
development of frontage roads would help reduce the need for direct access onto
the highway.

Relatively low density -rural residential development enjoys widespread
support in the eastern -Foothills between the main urbanarea of
Oroville and, the Kelly Ridge -Oaks area, This desire combined with the
absence of existing or planned sewers, inadequate , ro,ad srolling 'terrain
drainage impacts and the public service implicatio'ns, have resulted in
the -designation of this area as Agvicultura.l Residential, The North,
Burbank Public Utility District sewed' line serving the Kelly Ridge
area Passes through this portion of the planning area, In anticipation
of development, several, property owners have annexed properties to the
district which forms a corridor between the two areas designated for
urban development. While, the provision of sewer service from
the property owners perspective, remove a major constraint to deveop

above remain, In an effort to balance

AR -1/2 (one half acre minimum parcel size) zoning for the sewer
