The City does maintain a special parking district that will allow development of parcels within,the district without providing on-site parking as .required by the local z()ninr ordi-nance. This district, as shown in Appendix is in the downtown area where street parking and municipal, parking lots are available. The majority of problems now associated with parking; appeat to be a result of development, which occurredl priorto the institution of space requirements. Many of these sites not only create a problem in regard. to a lack of parking space, but also to the safe ingress and egress of vehicles and pedestrian safety. These non -conforming sites are scattered throughout the planning area and should be carefully assessed regarding future impacts on the road system,, G� Handicapped...
