.:LAND USE.. ELEMENT,
1, CONTENTS'
California cities have been required since 105" to have a.n
adopted general plan with a land use element Which
►'designates the proposed general d,istributi:on arid„ geoorral
location and extent of the uses of the land". Land, uses to
be considered include housings business, industryr,
agriculture, recreation, resource protection, (load plains,
public buildings, waste disposal and any other public or
private utilization of space on or near the earth`s'
surface. Pursuant to state guidelinesthis element
contains an analysis of necessary bacti'ground 11hforinationt
statements of goals and policies; a land Ula lan With
standards for population density and building Thtob8ityo
and a program for implementing proposals
All of the elements of a general plan are rola LO"d and
interdependent because they are concerned with the'future
developmeet of the same area, The land use element is a
v6ty important at a g l because it summarizes
about physicaldeveopmont inpolicyall concernsb
statements and then expresses those policies with a land
use plan map. The pattern of uses shown on that. map
reflects community objectives in a simpl.ifiod graphic form
which is readily understood and used by dec3:s on -Makers,
lopers and the general public: The land: use element is
thus
a major tool for coordinating the impl.ementatiOn of
many of the policies contained in other elements of the
general plan.
21. Asstrrcoty
The development of the proposals in this landel6roont,
utas guided by several assumptions and general goals. The
basic assumptions are that the community of Oroville will
continue to grow and that provisions thus must be made £'o
subetsnt al future development. Whose assumptions are based
primarily on the premise that there will continue to be a
strong desire by people and businessos in Cal.ifprnis.'s
