Lee Colby, 2133 Monte Vista, Orovillo, complained about delays to tine de-
velopers and requested that zoning for the various areas be brought along

that he would have to agree with the County's proposal for Industrial north
of the airport, and explained that the reason that area was left sort of
"unspecified" was that it was in Litigation:
It was also noted that officials of the FAA; had informed the Committee that

BACKGROUND
The existing land usePOl'I
cY for the Oroville area, was
established in 1971 with the adoption of the Butte County
Land Use J31ement. Oroville wa:� depicted on the county wide
Map at a scale of one Chan i
inch equals four miles.ges n
the law requiring consistent administration of the general
plan made it necessary to improve the map's scale for this
Purpose. As a result the Planning Department Prepared and
the Board of Supervisors adopted the present 0
roville Area
Land Use Plan (bALUP), a one inch equals 2000 feet enlarge-
mOnt, in 1977* In addition the entire Land, Use Element
text and county wide map (excluding the urban areas) was
revised and adopted by tile county in 1979# This reared
the way for the second phase - a 4visi.on of. the-uPrbapn area,
large scale maps. The Gridley -Biggs, paradise and Chico
Area Land Use Plans have been revised and adopted. Revision
of the OALUP was scheduled following the cOmPlOtiOA of the
City Of Oroville's General Plan w[iich began in 1981. on
February 3, 1983, the Oroville City Council adopted the re-
vised elements of its General Plan and Certified the accompany"
ing EIR.
In January of 1983 the Board of c'uPervisors initiated a
general Plan amendment of some land front Low Density Residen-
tial to Industrial within the area covered by 0ALUP. During
this Process it became apparent that the county's land use
Policies for tle entire community needed to be reexamined.
Acting on the recommendation of the depaj,-4;,ent, the Board of
Supervisors directed the Planning, Commission to cons ider the
incorporation of the City's Land Use, Circulation and Noise
Elements into the county's General Plan for the oroville
area. F01101ving the annexation of the industrial property by
the City of Oroville the Commission recommended that the
county make use of the City's land use map as a basis to revise
the OALUP and not adopt or incorporate any of the text. To
accomplish this tasl: the Commission appointed a tivo member r
committee to work with staff on appropriate changer. Additional
changes were recommended by Staff and the Public during the
11carings which were hold open while the changes were investi-
gated.
PURPOS11
Section 15067(a) of the Guidelines, Provides that "where an
EIR Or Negative Declaratior, has been PrePa4ed no additional
BIR need be Prepared unless,,:,,
(1) Su4sequent changes are Proposed in the PtOjedt
will require important revisions of tho EIRt, due
to the;; involvement of now SiOnificant environmental
impacts not considered in a, prviotis r�
project, eI K on the
(3) New information of substantial importance to the
project becomes available, and the iTiformation was
not known and shows that there may be impacts not
discussed.
In addition Section 15067 (c)' indicates that when these condi-
tions occur a subsequent M shall be required.
In this case the Planning, Commission is proposing several
changes which were not included when the city revised its
General Plan. While these changes are for the, most part
minor in nature, several are significant. Those include an
intensification of residential densities south of the City of
Oroville generally east of Lincoln Boulevard and an extensive
area of Low Density Residential southeast of Wyman Ravine
where rural rnsidential had been planned. In addition (the
County is proposing more Industrial land north of the airport
and Commerci"I adjacent to Olive Highway east or, Voothill
Boulevard. These and other differences are described in more
detail in Section 1110PROJECT DESCRIPTION.
The comments of local and state agencies were solicited prior
to the Commission's consideration. Comments Were received
from the Department of Fish and Game (DF&G) , Butte County
Fire Department (11CF-CDD)$ North Burbank Public Utilities
District (NBPUD), and Pacific Gas and Electric (PG41]). These
comments, contained in Appendix A, fell into two categories'.
those directed toward the policies contained in the text of
the city's General Plan and those which were associated with
the overall project. Because the project no longer includes
the text of the cityts General Plan ho
comments are
no longer applicable. However, the'latter category represents
additional information which raise significant issues not
available to the City when it prepared its Plan.
Because of these factors an BIR is required. Section 15067.5
of the Guidelines provides that a lead or responsible agency

Water quality data for the Feather River is contained
in Appendix C. These data supports the conclusion
that the overall water quality of the area is good
and meets the water quality objectives for the bene-
ficial uses established by the Regional. Water Quality
Control Board. The Butte County Environmental
Health Department indicates that the only water
quality problem ?°,hat they are aware of is the ground-
water contamination with penta chlorophenol (PCP)
and Chromated Copper- Arsenate (CCA) in and around
the hoppers Wood Products plant near the inter-
sect)'on of SR70 and Cphir Road. No data oil the
water quality of the smaller streams (i.e. Wyman
Ravine � Ruddy Creek, etc. is available, The water
quality of these streams is probably degraded by
