In our letter to the City of Orovillo Planning Depa,rtmont, dated
November 1, 1982, we jxpressed concern over the devo1opment density
restrictions imposed by the proposed Land Use Elemont on lands well
within Our primary sphere of intluen,ce - lands which have been
historically designated for subUrban-type residential development.
We are not aware if that letter is included within the, City's final
BIR, however, in deference to your I tit er-Department Memorandum of
Match 18, 1983, in which you asked that previously submitted 'com-
rne.,nts not be duplicated, we will not repeat its contents herein.
We do request that it be taken into consideration,, and will be
happy to provide copies of same if it is not presently available
to you.
Subsequent to our letter noted above, we have had the opportunity
to review infovmation cohcornitg the proposal by both the City of
Oroville and the County of Butte to create an industrial dosignO,-
tion for a 600+ area parcel located north of Messina Avenue and
west of Lincoln Boulevard. The data preparod by City staff for
this project has reinforced our concern that less than adequate
planning, together with spurious assumptions, are producing a
plan for community land use within the Oroville area which will
actually defeat the desirod result, rather than insure it,:
The City's Land Use Designations map proposed for adoption by the
County shows the area lying north of Mt. Ida Road and south of
state lands along Oro Dam Boulevard, west of Riverview Drive and
east of the Palermo Canal as being reserved for rural residential:
development (1-10 ac./D'q), Although extension of sanitary sewer
into this area, for increased rosidentail use has long boon as!§Wtod
to be the obvious progression of X.B.P.U.D.ts existing outfall

CHAPT8R 26 OF THE BUTTE COUNTY CODE
RELATIVE 1'Q FLOOD PLAIN PERMITS
I The Board of Supervisors of the County of Butte, State of
', California, DO ORDAIN, as follows;
Section 1. That Article III is hereby added to Chapter
26 of the Butte County Code to read as follows:
8 §26-20, The Department of Public Works hereby has
9 these added responsibilities and is authorized and directed to
10 Enforce all the provisions of this Flood Plain Ordinance.
11 §26-21 The Butte County Board of Supervisors hereby
12 designates Flood Hazard Boundary Map(s) dated December 27, 1977
13 and amendmens, as the official maps to be used in determining
11 those areas of special flood hazard_.
