residential development and. to C-2 on the northerly portion of the
property. The applicant proposes to place the 20 units ori approximately
311 acres of land with all additional. 1,14 acres of C-2 zoning adjacent
to and south of the existing commercial zoning on the property. The
subject property is located at the southeast corner of (Hive I•lighway
and diners Ranch Road, approximately 5 miles east of Oroville. The
Proposed, density of the PA"C portion, of the development is 5.88 dwelling
units ;per acre. The current zoning is A-2 and is designated as Low
Density Residential on the proposed Orovillo Area Genual Plan map,
and is also sholvn as Low Density Residential, oil the adopted City. of
Oroville General Plan map for tlae area. The policies in the General
Plait text support the Low Density Rc lidOntial designation;

The water quality of North Honcut Creel: may, therefore, be reduced
by this runoff drainage$ particularly during summor and fall storms
after oil, chemicals and residues have accumulated, during the dry
summer season and runoff flows are minimal. At such times, any
drainage into the ,creel; would contain relatively higher concentrations
of pollutants.

21: Numerous archaeological sites have been discovered and recorded
in the Feather River canyon.. This project Location is near- the Fettther
Rivet/Lake Oroville area and is considered a sensitive area by the
Society i -or California Archaeology, potentially containing important
archaeological resources, A survey of the property for a wh.aeologically
significant sites is necessary.
Summary
The potential impacts identi fled above will be addressed and mitigated,
through standard conditions normally attached to a project of this
type. Those conditions will; address both on-site and off-site drainage,
traffic impacts at Olive Highway with. traffic signal :fund contributions,
and standard Health Department conditions. Since the property is
located in an area of high archaeological sensitivity, an archaeological.
survey is necessary. If any significant archaeological sites are
foundl appropriate measures must be taken to protect thein.

Dear Sir,
At your request on July 28, 1983 I conducted an archaeological
survey of approximately 9.1 acres of land owned by Herb
Angel, A.P.N. 72-05-09, The property is located at the south-
east corner of the intersection of. Olive highway and, Wyandotte
Miner Ranch Road, east of. Oroville. The property lies Di the
SW4 of Section 18, T 19 Iv., R. 5 F►, Oroville Dam Quadrangle,
7.5' series and the pr6posed project is to divide the property
into three parcels.
Prior to conducting an archaeological survey of the proporty
area 1 consulted the archaeological site record files
maintained at California State University, Chio'o to determine
if any previously recorded cultural resources were located
within, or adjacent vo, the property boundaries. These
records did not indica�te any previously recorded cultural
resourdeS within this Vicinity.
The property area i � �f �nerally level with a low hill in the
north portion and afl iAtermitt.int drainage in the cent.,al
portion. The property is covE'+, ,od by an oak -grassland type
of vegetation with riparian ve;etatior along the drainage
One residence is currently located in the north portion. of
the property.
The field survey was conducted i.,y walking linear transects
With a fifteen meter interval spacing over the entire ground
surface of the property area. The focus of the survey was
a visual inspeotion of the ground surface for materials or
features indicative of prehistoric or early historic
activities. No materials or features adioative of early
historic or prehistoric activities were observed. it is
therefore recommended that archaeological clearance be granted
for the proposed project area.
