Bill Goddis, representative of M and H #2., stated that they originally
submitted the project as 2 story housing, and have since reduced this
to single story housing. No ps•oblems with conditions-, He real..t--�sted
approval of zone as re:commended by staff.
David Cassagrande, 5314 Old Olive Highway, g y> east side of Protect stated he
was in favor of this proposal.
Ed {West, City of Chico Alternate;, discussed landscaping plans...
Vice Chairman Schrader statedo Bill Gedds that there was a suggestion
by staff that he provide a landscaping plan prior to the Board hearing.
Bill Geddis discussed the map he brought to the meeting on landscaping:
Commissioner Lambert discussed earthquake faults.
The 'hearing was closed and the continents confined to the Commission.
'ice Chairman Schrader stated that this was an_area that was buildili, up
slouly and he did riot see any problems with this project,
Commissioner Avis stated that he would like to commend the developer; that
this is what he considered a true PA=C-, Vice Chairman Schrader agreed.

'This project is a request to develop a PA-G (Planned Area-Cluster)
project on the southerly portion of property located at the south-
east corner of olive Highway and Nyandotte Miners Ranch Road.
That portion of the property located within 350 feet of the center-
.line of Olive Highway is currently zoned C-2. The residential
development is planned for the southerly portion of the property,
-which is now zoned A-x. if the PA-C zone is approved, there would.
be a small portion of A-2 zoning left between the existing commercial
and the proposed development. The developer proposes to rezone
this small portion to C-2 to match the zoning to the north. Such
,a proposal matches the policies of the butte County General Plan,
tb,e Land Use Pap; adopted by the City of Oroville as part of their
{General Plan, and the proposed Oroville Area Land Use Map to be
incorporated into the Land Use Element of the Butte County General
Plan.
The PA-C portion of the project is a proposal to allow a 2.0-unit
residential development on 3.4 acres, resulting in a density of
5.88 dwelling units per acre. This project meets the density
requirements of the Butte County Land Use Element of the General
Plan inthat it is both on public sewer service and a PA-C
development. The project is designed to be 5 buildings of 4 dwelling
units each, with a common recrea,ion area and pool. Each dwellingk'
unit will have a 2 car garage. In addition, 11 guest parking ppaces
.are provided. The guest parking area is also designed to be a turn-
;
-around for fire trucks or other emergency vehicles. Storm drainage
will be through two existing culverts to a tributary. of NorthHoricut
Creek. The project is designed: to be two-story construrton.

sensitivity, and a"environmental survey was performed after comple-
tion of the checklist. Arcliaeological clearance has been recommended.
Therefore, a negative declaration is now recommended with no
mitigation measures. The developer has stated that the project site
C will be landscaped, although specific information as to species and
locations have not ;ret been presented. The fire hydrant location
shown oil the site plan has met the approval of the butte County
Pine Department, and landscape lighting will be provided at random
locations.

Bill Geddis, of GDA, put a landscaping exhibit on the wall. He also
had an aerial photograph to use as a Zoning exhibit.
Herbert Angel said that they are making a scale model of the comploxiit
Mr. Mendonsa showed Mr. Geddis a copy of the Public Works conditions.
Mr. Geddis said he didn't have any problem with them., Hewondered-what
the pro rata share would be for the traffic l1#ig

Mr. Nlendotsa thought it might be in the vicinity of $50 per unit at the
maximum. It would be based on traffic generated. if the engineer
wishes
hes to submit a projected figure he may do so.
Mr. Geddis mentioned drainage.
Mr. Mondonsa said that no district is formed yet. It is only for
maintenance purposes ,

Mr. Hironimus went over the comments from Cal Trans, PG&F, and the
Fire Dept.
Mr. Angel requested -a copy of the various comments from the: several agencies.
Mr. Mendonsa pointed out that only what the Uniform Hu1l4itig Code requires
can be enforced:
Mr. Hironimus said that. everything appeared to be in order. He pointed
out that anything submitted to the ;Planning Commission Would become
their property for one year. y
Mr. Angel asked if even toe inodel would be included.
Mr. Hironimus said that was correct.
Mr. Angel, said he would try to have the model be seen without actually
being presented formally to the Planning Commission.
Mr. Hironimus said that there is archaeological clearance. The drainage
is okay.
Mr. Mendonsa said that traffic signals can be handled;
Mr. Hiron.imus said that parking appears to be okay. He asked about street
lighting,
Mr. Angel said, he would prefer low level: lighting.
Mr Mendonsa said that a light at the entrance for .traffic safety Would
be required, but :inside they could be lout profile.
