I am a resident of Forest Ranch and am ,in charge of maintenance of the 2 wells belonging to the .Forest Ranch Mutual Water Co,. which serves 42 properties. These wells are situated in the very center of Forest Ranch. Water testing for coliform organisms by the county was started in August 1971. Even though the population density was quite low and amounted to only about 500, the first unsatisfactory test was reported on Jan. 22 1973, at which time we started to chlorinate well B. In -July or August 1573 vie had unchlorinated well water tested and the tests came back satisfactory. We therefore stopped chlorinating. But in November 1973 we got another'bad report and started chlorinating again. From December 1977 until, August 1970 all the tests were unsatisfactory. We did not know this, because our secretary had forgotten to open the reports as we discovered later on, From December until. March 1951 the tests were unsatisfactory and we decided to permanently chlorinate I well/. No unsatisfacty well water tests have been reported since the, The theory that this contamination is on the basis,of surface water gef" ;nq into the yells has been disproved. In the dry weather of the summer the W continues to be contaminated. We have dug down at Least 8' around the s y casing and have found no water. However, during the wet season, particularly during heavy rainfalls, contaminated ground water appears through a hale in the casing of one of the wells. This source of pollution can only cone from seepage of water through a perforation of the casing at the 30' level as shown by direct examination. The department of Public Health is in agreement with this. This fact shows that particularly during the wet season contamination from private septic tanks and leaching fields is WAO-spread and rises with the table of water sometimes to even break through the surface 'soil. The experience with our community wells at levels of low population density suggests that the rapidly increasing population (a p2000) poses a serious problem to the entire water supply of this community, The establishment of many more private septic tanks and leaching fields may indeed lead to a wide -spread contamination by septic effluence of (much of the water supply. Eventually it will _require that each property owner install a chlorinator in his well; or that a water district is established from which chlorinated water it, pumped to the various properties. Doth of these alternatives are expensive and would require special codes and laws as well as county funds and services for their implementation. It is therefore suggested that a rezoning from TM5 to TM1 with its potential for developing many more primate septic tanks and leaching fields be y denied because of the impact of such rezoning on the water supply of Forest Ranch' Members of the Plf. rLg Commission Ladies and Gentlemen, I am Walter Igersheimer, a resident of Forest Rancly qtr„d a Physician especially concerned with the public health aspects of this application for re -zoning:. It can enter the wells through inadequately installed well casings and seals or simply by running into ,open and abandoned wells Thus even beforo any re- zoning, 2 of the town's main wells have been contaminated and must be permanently chlorinated and the other 3 have shown contamination at various times particularly during the winter and are being intermittently chlorinated, if a re -zoning from TM5 to TM1 were granted instead of having the potential of 3 additional home sites with septic effluence there would be 15 such sources. Moreover many other propertyowners would take this as a precedent -setting opportunity and apply and of these ,perhaps obtain -such a re -zoning. Similarly salmonella infections and other dysenteries as Well as hepatitis can be transmitted through contaminated water supplies.. The dangers of such outbreaks is increased in mountain areas like Forest Ranch where some of the po�rulation :are haghly resistant to medical or public health supervision. This includes the ordinary property owner who should check his Well for contamination regularly and frequently, but resists doing so Thus as the Population density is increased suddenly and abriaptly through such a re zoning the Butte County Public Stealth DePartment will need added funds and staff for a far more thorough supervision of the public health conditions in Forest Ranch in order to mitigate such health 'hazards.
