STAFF FINDINGS October 20-, 1983
A petition was filed in protest of" the project with 11 ;a.i.gnaat:u:res>
ANALYSIS
The project proposes a rezone of TNI -5 to TM -1 in the coil -tor of ta TNI -5
district. Sutvoundin.g the district zoning inalucles rM-2(), TM -40 and AR-MIJ-5;
The TM -5 district comprises sono 1920 acres (3 sections) ',111. aroa was
rezoned In .1975 to achieve consistency between the Genern'l Plan land use
recomme.adati.ons, the Open Space and Conservation RUement o(µ alae Gone'ral, Plan
and County zoning. The criterion which formed the basi, J'o:r alto lot sizes
are road tacco8s, slope, water availability, soil cTiaractoj-%sties ,rase
hazard,. None of these factors have changed since 1975; 011 tho basis of hast

65-70"' and the possibility :for iaassive erosion. The land, is unsuitable for
development at this density because of- lack of government services, distances
to services, school impacts, gene -i -al plan policies and surrounding zoning.
The most serious aspects of the project, apart' from environmental impacts
and limitations, is the grolvih induci=ng effects, Within the surrounding TNI -5
zone1700 acres ori -36,06 of the land has slopes :less than IV.1. It is likely
approval of this project could. stimulate those properties into applying for
similar projects, The County could conceivably be;faced with 70`0+ adr7i tional
homosites, substantial environlilental impacts Gild the neod to provide Count.),
services to an increasingly large and dispersed population,
RECOMMENDATIONS
A. Note that the requirements of CBQA have been comploted and considered in
making this decision, and
B rind that the proposed project does not conform to the Jlutte County General
Plan, specifically the criteria. for the Agricultural Ros identi.aal designa—
tion, Cp-40 Land Use Ei'leinentj , and
C. Deily the proposed rezoner-rom TNi..S to TM=1 on AP $6.28.43, 56-36-20 I'I 21

ANote that the requirements oJ* Cl`JQA have been cotiti)ICtud, and considered in
