On June 20, 1984, Governor Deukmejian signed'into law legislation sponsored
by, the Department .of Housing and Community Development which staggered the re-
quired' adoption da':es'for housing element revisions. A5 3613 (Roos), Chapter
208•, Statutes of 1e,)84; an urgency, bill', took effect, immediately. The purpose
of this memo is to ;tilert you to language which appears in your 1984 CDBG grant
agreement;
This bill spreads thM`, Y, vious July l 1924 deadline for all localities to re-
'view and reVise their housing elements into,'faur staggered deadlines, The bill
diwades localities i�ito four along re�ianal Council of Governmen (COG)
boundaries and establishes curreftt and future housing dement update schedul=es.
Based upon each 1984 rjrantee's location, the following Grant Agreement Special
Conditions and requ7,rd;�° cer�i,ifications apply:
1. Grantees within the jurisd'ct.aon,of the Southern California'Association

Asa condition of continued receipt ofrant funds during
development or operation of the projectg(s) applied for, the
Grantee must submit to the Department and adopt a rev"
to the housing element in accordance with the requirements
and time frames established :by Gov. Code Section 65588(b)
(AB 3618, Ch. 208, Stats. of 1984, effective June 20i, 1984).

on forms provided by the Department, that the Grantee has
adopted a revised housing element.which complies with the
substantive requirements of Article 10.6. Failure to sub-

lation: or delay in receipt of the undrawn balance of the
