Briefly describe and document the serious and basic housing needs: Although all of the Chapmantown neighborhood contaiis older, deteriorated housing, dwelling unit conditions are worst in the unincorporated section Of the neighborhood: A survey completed in February, 1983, indicated that 40% of all units in unincorporated Chapmantown were deficient when measured against standards of the Uniform Housing Code (Chapter 10, SubStdndard Buildings). Most common deficiencies were structural problems, including inadequate foundations, and facility Weatherization. hazardous preinlqes, and faulty materials of construction. A storm orainage Study completed in 1977 indicates that an underground storm drainage system could be constructed to provide gravity drainage from east to west with discharge into Little Chico Creek, The construction of this system was begun in 1979 with the assistance of CD8C funds, along four streets in the neighborhood. For the rest of Chapmantown, however, stormwater :rust flow overland along streets without curbs or gutters for 2500 feet to reach Little Chico Creek, The absense of defined drainage channels or Water -courses makes each street an isolated basin during storms. Street resurfacing and curbs, gutters and sidewalks are also needed to facilitate automobile and pedestrian traffic and to aid in storm drainage. Such improvements will also encourage private investment in the neighborhood's housing stock; including repair of existing dwellings and new construction of ,►nits on vacant lots in the area
