Approval of the General Plan Amendment and a subsequent rezoning request would allow the consideration of 1-aore parcels for the entire area. The project raises o number of planning issues - 1. The purpose of the Greenlirte as .a means to preserve agricultural so'i_IS by limiting suburban encroachments into ag areas and redirecting growth to east Chico Soils east of town are Mot productive. 2. The public benefits of converting the agrricultural land to urban land substantially outweigh the public benefits of continued agricultural production; and b. There are no other urban or suburban lands. reasonably available and suitable for the proposed development (see Land Use Element, pages 70-73). Expanses or vacant land have been designated for residential use. An EIR has been prepared to address; numerous significant impacts Including traffic, dralnage, pub lic'sereices, GtneralPlan policies, land use conflicts, etc.. Impacts and mitigations are .summarized on pages 2-2 through,2-12. Many of the mitigation measures are general and speculative (l.e., Butte County and Chico should continue to jointly develop and implement a master plan for storm drainage; Butte County showid consider cumulative demands for police services and develop an appropriate funding mechanism) The EIk discusses not only the subject area (270 acres more or 'less) but also an expanded area (400 acres more or less). The expanded area is the same as the .Board -initiated amendment of January 1984. The Commission should note that a substantial number of non-pstlti'oners have parcel's of 1 acre or less,, The Planning Commission Is encouraged to suggest specific mitigation measures and conditions of approval, for example requiring full urban improvements and all public streets.
