The California Bikeways Act set$ forth eight elements to
be addressed in a Bikeway Plan in order to quality for Bicycle
Lane .Account funds (see next page) These are listed below,
with appropriate comments and/or references to the section(s)
in the Bikeway Plan wherein the item is addressed.

above subject. I have taken the liberty of forwarding a copy of your
letter and the bicycle plan to our Board of Supervisors for informational
purposes only,
The plan itself is being referred to our planning Department,
Planning Commission and Department of Public Works. As you are aware,
the county is going to be holding a hearing on April l7 concerning the
circulation element of the Butte County general plan. Any needed re-
visions to the plan or recommendations for further study will surely be
forwarded to you by the Board following public hearings or by our Director
of Planning Bettye Kircher or Acting Public Works Director Bill Cheff.

On February 21, 1984, the Chico City Council
approved the Chico Area 'Bicycle Plan, which, had
been prepared by staff bused on reports from two
previous citizen committees. The Plan as approved
encompasses the entre Chico urbanized area, and
was prepared in consultcition with representatives
of the Butte County Planning and Public Works De-
partments. The Council, in approving theplan,
noted that there were still many unresolved issues
that should be addressed through a continuing
planning process l.eadir,g to periodic updates/re-
visions to the plan.
Because the Plan involves potential bikeway
facility development in unintorporated areas and
other- forms of participation by Butte ,County, we
arFr hereby transmitting the Plan for consideration
by the Board of Supervisors In doing so, the Board
may wish to indicate any needed revisions to the
Plan or recbmmendations for further study.
It should be noted that approval: of a Bicycle
Plan is a precondition for applying for bikeway
funds under the State Bicycle Lane Account Program,
The City is now eligible or such funds, but their
use for projects in unincorporated areas Mould re-
quire adoption of the Bicycle Plan by the County
as well

As you know, the Chico City Council held a public hearing
PebrueAxy, 2l, 1984, on the proposed Chico Urban Area Bike Plan.
The Council unanimously adopted the proposal at the conclusion
of this hearing. The City now intends to forward. the Plan
to BCAG and the County Planning Commission for adoption. The
Board o•f Supervisors would Be asked to adopt the Plan-, subsequent._
to Planning Commission approval.
I would suggest that Goth: the Commission and the Beat& by
scheduled to review the Bike Plan after the Board has approved
the draft Circulation Element, which will be heard in early
April. The draft Element's policies on urban area bicycle plans
presontly conforms to actions taken to date regarding the Chico
Bike Plan
At the February 21st hearing, Department staff endorsed the
Bike Plan proposal with one modification. Staff recommended that
Vallombrosa Avenue north of Bidwell Paris be indi.cated as a bake
Plan'sn the mastermap; Staff's reasoning was that, 1)
bike commuting should not be mixed with general. recreational uses
found along g

Park Drive as a bike route would require a number of -Class I
punctures through the Park which connect residential areas north
of Vallombrosa to North Park Drive; and, 3) North Park Drive is

Notice is hereby given that on Tuesday, February 21, 1984; at 7:30 P,,M. in the
Council Chamber, Chico Municipal Center, 421 Main Street, the Chico City Council
will hold a public hearing on the draft Chico Area Bicycle Plan.
The Bicycle Plan Is intended to set 'forth'Cit
y and County Policies recjarding
bicycle facilities, safety, education, and enforcement, to identify short term
and long term bikeway needs, and serve as a guide for programming bikeway improve-
ments in the Chico urban area. The adopted plan will also qualify the w.hico urban
