2.0 EXISTING CONDITIONS
2.1 Setting
The Chico urban area is set upon an alluvial plain in the
northern Sacramento Valley at the base of the Cascade Range. The
terrain is flat for the most part; in fact, it has been. said that
the only hills in Chico are the freeway overpasses.
Chico's climate is mild, with warm summers and wet winters.
The average maximum temperature is 95 degrees in July and 55 degrees
in January. Average total. precipitation is 26 inches, nearly all of
it occurring during the period from November 1 to April 30. Both tba
terrain and the climate are thus conducive to a high dogree of bicycle
use by Chico residents.
The populati-)n of the urban area is approxi -mately 60,000, of
which roughly 28,000 are within the city limits of Chico. The urban
area encompasses over 20 square miles, with an averaj;a population
density of 5,000 persons per square mile. The urban area population
is projected to grow to approximately 100,000 by the year 2,000, with
most of the growth occurring the northeastand.southo'ast portions of
the urban area.
California State University, Chico, located at the northerly
fringe of the Central Business District, has about 14,000 students)
the vast majority of whom live off -campus: The'University employs
appi7oximately 2,000 persons, making it the largest single employer
in the area. About 4,000 people are employed in the IM, with
smaller employment concentrations in the areas of Noi:th, Valley Plaza
and Chico Community Hospital.

As evidenced by recent bicycle counts and studies, Chico has
one of the highest levels of bicycle use of any city in California,

While the primary trip purposes for bicycle travel. in Chico L,? -o
work and school, ,these is a substantial amount of rucreatiotal bi-
dycling� particularly during summer months, Bidwell Park is the main
focus; this activity, but substantial bicycling occurs in the rural
primary and secondary roads radiating In all diroctiont from Chico,'

Over 90% of the repoa.ted accidents involved injuries in
almost all cases to the bicyclist. In addition, in 59% of the
reported accidents for which a citation was issued, the bicyclist
was listed as primarily responsible for the accident;. The primary
causal, factors included failure to yield right -of --way (35 cases) ,
riging on the wrong side of the street (28 cases) , failure to ob-

3.0 ISSUES, NEEDS AND DEFICIENCIES
For use as a guide for developing.policies and recommendations,
the following have been identified, as issues or problems to be ad-
dressed by the 'Bicycle Plan
3;X Bikeways -- Developed Areas
..1e opportunities for development of bikeways in the older,
developed parts of the urban area are limited by a number of factors.
First, many of the streets are too narrow to proviue safe movement
of both automobiles and bicycles, other than through removal of on
street parking. This option presents problems in many areas because
of high demand for parking and the absence of driveways. Secondly,
many local streets in Chico have unimproved shoulders or lack curbs
and gutters, making them difficult for bicyclists to use. Thirdly,
as a result of the barriers referred to in Sect ion 2.3, a number of
"bottlenecks" e>:ist characterized by substandard street width and
large automobile and bicycle volumes (e.g Warner Street and Car

3.6 Education
The need for informational/educational programs is consistently
cited by participants in the bicycle planning process, Programs to
inform bicyclists of the location of bikeway facilit;ias and encouraging
their use is one facet of such programs. Another is the education of
both motorists and bicyclists regarding traffic laws applying to bi-
cycles.
The City of Chico has developed instructional aids for use in
local schools, and Police Department personnel give classroom pLosen-
tations on bicycle and pedestrian safety. Bicycle rodeos are also
held to train students in the techniq,,.es of bike ridiiig and the rules
of the road. Finally, the Police Department has procluc;ed a brochure
containing a bike route map and other useful information for general.

As already mentioned- non-compliance with traffic laws is a
major problem in the Chico urban area. This is particularly= acute
in the CBD, where bicycling on sidewalks, illegal turns, and fail-
