After conducting numerous hear - the Planning Commission adopted a resolution :lune 6, 1985, recommending the Board of Supervisors approve a General Plan Amendment to Commercial for 7 lots.on both sides of Ramada Ave. A conditional rezone to N -C was also recommended,,The condi tions address and mita ate draina e g g parking, SaWage` disposal, roadway capacity, access, noise and other impacts identified in the initial study. The Board of, Super approved the General. Plan Amendment on October 15, 1985. The rezone was cont. inuecT. Shortly after adop tion of the Cjeneral Plain A:-nendment staff ta prepared _ and sent :out Cond.itional:rkszone agreements to all the affected lander- A the canal rezone re landowners' ,, quires the andowners consent. The con: cept of conditional zoning was not well received: Two owner returned the agreement unsigned, stating they rad no interest in being rezoned for commercial uses. Nothing was received from the other five landowners. Without the signed agreements, the Board was unable to approve a conditional rezone as recommended by the Planning CommiSs n:The rezone was referred. back to the Commissio�z on Jul 1' 1986., There are a number of alternatives which can be considered: 1.
