Icy, apologies fox the delay in getting those comments
written up: x 'hope they Arrive in time to bc of some use.
Overall, 1felt the documazit was thorough and:` compre-
hensive, and that its format was appr;opriata. You 'Obviously,
put in a lot of time an effort;' a�>d should be commended for
pulling the many pieces toge;ther..so effectively.
T do have a few comments and stiggestions partly as a
result of discussions at the various CAC meetings.; These
are enumerated below.
Section 1.22 -- more elaboration of the relat ,,,iuhip of
the Transportation Element to the RTP would b:e help-
ful heze inasmuch as tr4 RTP contains similar-, long
range poli;oy statements;
Section 2.13 --- The discussion of MPo desgtlationott"
tai.ned- Jf,ni Footnote (1) is somewhat misleading and
should be cladied". The MPO' s planning respon,gi�,
ba. ity extend only to the Chico urbanized: area (USA)
not to Butte County' as a whole, and is distinct from
the State RTPA (Reg;ianal Trans'partaLlon Planning Areay
desigzatiort. Ari urbanized area is also not flit saltie
thing as an SMSA ---it is the existenc-e of an urbani-ged
area over'50, Oq0 , pnpulc>ticitt` that triggers the'MPO;
designation.
Also; `tYie ;determination:' of FAU pro j ect pr=a orbyes is
not an NPO' function. 7n the case of the °Ch.ic'o urb.aniz:ed
area the "MPO Committee" has` been given this responsi�
bi lity by the, City srid County; however, a s`epara,a FAU
cbtnmitte�e wets ' pIrldr ties f`o�r° th.e other urban areas in:,
Butte Cotini:y.

Section 3.3 -- As we've discussed, tha assullptions're-
garding energy' prices and availability contained
in this section are open to gties'tion, i(i,storically,
gasoline prices have "risen in lockstep with increases
in the Consumer.- Price index (CPI) . In other words,
there has been no increase in gasoline p.ri.ces in car1�
stant`'doll:ars in spit"e of shorn term' incx-eases in
1974 and 1'979. Over. the last four years gasoline
prices have actually declined ;substantially.
Also in question are the" projected imp'rovemhts in
automobile' fleet efficiency; after the CAp.L'' standards
end in 1.985. If energy prices are stable or declining,
experience indicates that there could, be increased
consumer demand for larger, heavier vehicles
xn bight of this; l feed it would be prudent to con-
sidor anumber: of energ3r scenarios as being : equally
likely, with the .goal OJ: planning being to achieve
s i"ffic'ent flexibility ::Ln the transportation system
to respond to such prey:;fires without major disruption.
