Overall, 1felt the documazit was thorough and:` compre- hensive, and that its format was appr;opriata. You 'Obviously, put in a lot of time an effort;' a�>d should be commended for pulling the many pieces toge;ther..so effectively. T do have a few comments and stiggestions partly as a result of discussions at the various CAC meetings.; These are enumerated below. Section 1.22 -- more elaboration of the relat ,,,iuhip of the Transportation Element to the RTP would b:e help- ful heze inasmuch as tr4 RTP contains similar-, long range poli;oy statements; Section 2.13 --- The discussion of MPo desgtlationott" tai.ned- Jf,ni Footnote (1) is somewhat misleading and should be cladied". The MPO' s planning respon,gi�, ba. ity extend only to the Chico urbanized: area (USA) not to Butte County' as a whole, and is distinct from the State RTPA (Reg;ianal Trans'partaLlon Planning Areay desigzatiort. Ari urbanized area is also not flit saltie thing as an SMSA ---it is the existenc-e of an urbani-ged area over'50, Oq0 , pnpulc>ticitt` that triggers the'MPO; designation. In other words, there has been no increase in gasoline p.ri.ces in car1� stant`'doll:ars in spit"e of shorn term' incx-eases in 1974 and 1'979. Over. the last four years gasoline prices have actually declined ;substantially.
