Commercial butte County Code Section 24-33, 24-47, 24-102, 24-304 COMMENTS RECEIVED: ^ The Butte County Department of Public Works and the Butte County Environmental Health Department had no objections or comments other, than the conditions listed below. BUTTE COUNTY PLANNIN03COMMISSION STAFF FINDING - December 19, 1985 Page 2 This project is a request to place a 24 ft. x 44 ft. mobile home as a temporary dwelling unit so that family members can move on to the property to help care for the applicant. The proposed mobile home will be located towards the rear of the property (to the south) and will be located 30 feet'from the side property line and 47 feet from the rear property line. In the proposed location the mobile home should not conflict with existing uses on neighboring properties. The occupant of the temporary mobile home are to be members of the applicant's family. Water supply.is to be by OWID, ' d sewage disposal will be by the existing septic system with a new septic tank for the temporary mobile. While the C-1 zone allows multi -single family dwellings, the applicant is applying for the Aunt Minnie since adequate room does not exist on the parcel, to meet the requirements of Environmental Health for a separate septic system for a permanent dwelling. Therefore, the applicant is applying for a temporary mobile home in order to utilize the existing septic system. Butte County Code Section 24-304 provides for removal of the mobile hom' within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit atthe timeof application of sufficient size to cover the removal expense of the mobile home. This is to insure that the taxpayers at large (via the General fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the Code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be' reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs and storage costs, it appears that a reasonable deposit would be $1,000 per single wide and $1,500 for a double wide mobile home. These amounts seem reasonable to insure that the mobile home is removed at no cost to the county or the taxpayers. The applicant proposes to place a single wide mobile home on the property. This project is Categorically Exempt from environmental review and appears to conform to the requirements of Butte County Code Section 24-304 regarding the placement of temporary mobile homes. The proposed mobile home will be located towards the rear of the property (to the south) and will be located 30 fee` from the side property line and 47 feet from the rear property line. In the proposed location the mobile home should not conflict with existing uses on neighboring properties. The occupant of the temporary mobile home are to be members of'the applicant's family'. Water supply is to be by OWID, and sewage disposal will be by the existing septic system with a new septic tank for the temporary mobile. . While the C-1 zone allows multi -single family dwellings, the applicant is applying for the Aunt Minnie since adequate room does not exist on the parcel, to meet the requirements of Environmental Health for a separate septic system for a permanent dwelling. Therefore, the applicant is applying for a temporary m6bile home in order to utilize the existing septic system. Butte County Code Section 24_304 provides for ,removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home. This is to insure that the taxpayers at large (via the General fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the Code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would'be returned. Similarly, if the County removes the mobile home, then only'charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures andadding a small amount for administrative costs and storage costs,' it appears that a reasonable deposit would be $1,000 per single wide -and $1,500'for a double wide mobile home. These amounts seem reaso'nable to insure that the mobile home is removed at no cost to the county or the t0payers. The applicant proposes to plaoe a single wide mobile home on the property. This project is Categorically Exempt'from environmental review and appears -to conform to the requirements of Butte County Code Section 24-304 regarding the placement of temporary mobile homes. The proposed mobile home will be located towards the rear of the property (to the south) and will be located 30 feet from the side property line and 47 feet from the rear property line. In the proposed location the mobile home should not withconflict witexisting uses on neighboring properties. The occupant of the temporary mobile home `are to be members of the applicant's family. Water supply is to be by OWID, and sewage disposal will be by the ' existing septic system with a new septic tagk for the temporary mobile. While the C-1 zone allows multi -single family dwellings, the applicant is applying for the Aunt Minnie since adequate room doei not exist on the parcel, to meet the requirements of Environmental Health for a separate septic system for a permanent dwelling. Therefore, the applicant is applying for a temporary mobile home in order to utilize the existing septic system. ' Butte County Code Section 24-304 provides for removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision ' for the County requiring a bond or deposit at the time of application of s ffi i nt size to cover the removal expehse of the mobile home. This is to insure that the taxpayers at large (via the General fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the Code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home; then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of sevyral mobile home dealerships in Butte County has indicated a rather wide range bf estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs ' and storage costs, it appears that a reasonable deposit would be $1,000 per single wide and $1,500for a double wide mobile home. These amounts seem reasonable to insure that the mobile home is removed at no cost to the county or the taxpayers. The applicant proposes to place a single wide mobile home on the property.' ` This project is Categorically Exempt from environmental review and appears to conform to the requirements of Butte County Code Section 24-304 regarding the placement of temporary mobile homes.
