Dear Mr. Streeter: In reference to ourhone conversation., I've enclosed a definition taken from "Baird's Manual", the definitive work on the American college fraternity (see attached,). Webster's uses; "a student organization farmed chiefly for social purposes having secret rites and a name consisting of Greek letters". As we discussed on the phone, I believe you may have legal problems if you classify fraternities and sororities separately from other organizations. Cooperative living unit's, for example, would need to be included as they are identical in nature to Greek letter groups , save for the Greek letters. What then would be the difference in the case of "I Tappa Coors" (an unrecognized student group) who use a variety of property for parties? How would we classify Neighbors in Helping (a co-ed recognized student group performing community services and socializing) who has a shingle with .their names. on a house; meet there for business sometimes, and socialize in many other locations? Another aberration is a bunch of fraternity members who sign individual leases for bedrooms in a house, the group meets weekly in campus favilities, a 'number of member hang out regularly at the "house", and there is an occasional social at this house: Finally, what do we do with loosely -knit groups who use property to do public events like the "Iguanafest" (not fictional) once,, twice, or more times per year? A test I might use to determine if a group was using property for "organized group living" might be.: 1. I'm sure 1 did not adequately eyplaib the state law as it relates to the Butte County Ordinance. The subject of 'Amortization' and �7ust Compensation' is covered in this bo ok beginning page 17 and ending, on page 23 what the state is saying,,,i.n seven pages can be summed up as follows:' A legal non-tonforming sign, located Ohl an interstate or primary higl-way, cannot be removed, without payment of compensation to this , sign owno'r, ties well as the owner of the land on which the display is located, The county has the right to remove signs in agriculture and residctitial zones on all other roads in the county without coMpensation, providing they grant amortization as detailed in Sections 5412,2 thru 5414 The primary highways ' in Butte County are 32 70 99, 149 and 152 I trust this information will, help to cover this subject in Your heW sign areihahoe The Abatoment Provision proposed at the last meeting would be valid an all roads in the County, other than'primary highways. 1 see no reason why this provision could riot be included with minor changes to meet the state standards. q r.. «.: .
