The no project alternative, bear in mind, leaves Tom Polk/Panama Avenue as
a cul-de-sac street serving 1.5 existing single family lots, the existing 10
units in Eastwood Oaks, the 10-12 ;additional single family units and 27
additional apartment unts,that are approved 'but not yet built in Phase I.
This condition resulted from the County's authorization to proceed with
Phase I of Eastwood Oaks, without any guarantee of future access.
I would riot support a through street on El 1lerano/Tom Polk, as such a
street would destroy the residential character of the proposed subdivision,
which itselfdoes not require through access. Rather, the through road is
really a remedy to a problem created in the past, essentially by the
construction of Freeway '99 severing Panama Avenue,;, and the market's
non-acceptance of a 1tondomInium project ultimately resulting in foreclosure
and abandonment of future Eastwood Oaks phases.
Alternative C - Cooperative Agreement
Inspection of the property adjacont to the Lassen exit shows construction,
of the living quarters for the Mini-storage yard manager. Access through
the mini-storage yard would head to a non-recognizable project entrance, a
nuisanco for prospet,tive tenants and existing tenant's guests, but a hazard
in the case of emergency service vehicles seeking out the project.,
There are two other possibilities not suggested by the initial study. The
first involves providing access for the apartment site through El Verano.
The problems with this have, been .expressed in past meetings when the
rezoning to PA-C was first�� considered. I think this alternative remains
"politically" infeasible.
Lastly, I have drawn a geometric sketch of the Lassen/Godman/projelrt access
