PG&E: "No significant environmental impact insofar as PG&E's existing facilities or ability to provide service to the public are concerned." 1 • • BUTTE COUNTY PLANNING COMMISSION STAFF FINDING - June 6, 1989 ANAT.VRTR This is a use permit application for a mobile home as a temporary second dwelling. The property is located on the south side of Lenox Way, approximately 800 feet east of Pleasant Grove Lane, in the Bangor area. The parcel is 5 acres in size and there is an existing double -wide mobile home on-site. A search of the Building Department records indicates that the permit for the existing mobile has been finalized. Research done after the Public Works Department submitted their comments uncovered that a Certificate of Compliance was previously approved on this parcel. The conditions have been met and a Certificate of Completion is ready for the applicant to sign. The applicant proposes a double -wide mobile home to house Jack and Pearl Wood, the parents of Jenny Johnson. The mobile will be located in the northeast corner of the parcel, approximately 75 feet from both the north and east property lines and 80 feet from the existing dwelling. The temporary mobile will be provided with its own sewage disposal system and will be connected to an existing well on-site. The location of the temporary mobile will not conflict with any surrounding uses. The application appears to meet all the requirements of Butte County Code Section 24-303. Butte County Code Section 24-304 provides for removal of .the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home. This is to ensure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs and storage costs, it appears that a reasonable deposit would be $1,500 per single -wide and $2,000 for a double -wide mobile home. These amounts seem reasonable to ensure that the mobile home is removed at no cost to the County or the taxpayers. The applicant proposes to place a double -wide mobile home on the property. 2 BUTTE COUNTY PLANNING COMMISSION STAFF FINDING - June 6, 1989 Recommendations: A. If applicant is not the owner, written authorization by the owner or other proof of agency must be submitted in order for the applicant to legally sign the application. BUTTE COUNTY PLANNING COMMISSION STAFF.FIND'ING. - June 6, 1989 ANALYRTS! This is a.use permit application for a mobile home as a temporary second dwelling. The property is located on .the south side of Lenox Way, approximately 800 feet east of Pleasant Grove Lane, in the Bangor area. The parcel is 5 acres in size and there is an existing double -wide mobile home on-site. A search of the Building Department records indicates that the permit.for the existing mobile has been finalized. Research done after the Public Works Department submitted their comments uncovered that a Certificate of Compliance was previously approved .on this parcel. The conditions have been met and a Certificate of Completion is ready for the applicant to sign. The applicant proposes a double -wide mobile home to house Jack and Pearl Wood, the parents of Jenny Johnson. The mobile will be located in the northeast corner of the parcel, approximately 75 feet from both the north and east property lines and .80 feet from the existing dwelling. The temporary mobile will be provided with its own sewage d.ispo.s"al•-system and will be- connected to an existing well on-site. The location of the temporary mobile will not conflict with any surrounding uses. The application appears to meet all the requirements of Butte County Code Section 24-303. Butte County Code Section 24-304 provides for.removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home.This is to ensure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount. for administrative costs and storage costs, it appears that a reasonable deposit would be $1,500 per single -wide and $2,000 for a double -wide mobile home. These amounts seem reasonable to ensure"that the mobile home ls removed at no cost to the County or the taxpayers.
