Staff said the Advisory
reserve Policies, Committee met yesterday to Work on ,the
p Wiz, not the zoning. Staff said the Urban
reserve policies will not change the character of the area as far
as the recommended z!an I ng .
Chairman Lambert asked If the project were approved, the
applicant would not be under any of the requirements if an Urban
reserve was estabilshed,
Staff said the urban reserve required that any time a subdivision
map Is flied they would have to adhere to Urban reserve policies,
It woUId be Predicated on how fast they worked on the urban
reserve policies, 1-10 said if the Commission wants 5 acre
densities at this loraLlon, the Commission could do that at this
time and at the time of the subdivision they would be Under the
urban reserve policies If adopted at that time.
Chairman Lambert said she Was not willing to approve this rezone
and the Commission should Walt for a dei Ion on the+ South
P',aradise Rezone and the eecommendatlor`� from f -he Advisory
Committee,
Commissloner Lynch said t -he Commission needs direction from the
Board on what to do with property In the Interim
Commissioner Forbes said 'that if the Commission C(5htlnues this
open it would save the applicant addltlortai fees,
Chairman Lambert asked If the Commission was holding the South
Paradise Rezone waiting for a response from the Advisory
Committee and staff said this was correct.
COMmissIones Lynch discussed the MaIntenance of Wayland Road.
Staff noted that Calernbar Roan 1:s a dead end road. Staff also
noted that the 'sown of paradise has prezohed this area for to
acre parcels.

the proposed rezone which would result in minor soil disruption,
displac emeni, compaction,, overcove.rl;ng, and local chajlges In the
topography. In general, the terrain of the project site is mostly a
relatively flat ridge top.. As a result, minimum amounts of grading
will be necessary to provide for driveways and building pads. The
Outte County Grading Ordinance is anticlpated to mitigate any
significant Impacts caused by the necessary earthwork associated With
residential development on the project site. In addition, the
densities as proposed would also help reduce the overall amount of
necessary grading and earthwork required`.
