The County may retain consultants in the preparation and evaluation of Environmental Impact Reports (EIRs). If a consultant is retained, all costs incurred for administration and preparation of the EIR shall be borne by the applicant for project. ro'ect `2. The Planning Department shall establish a list of qualified environmental impact report consultants. The established list will also indicate the firm's particular field of -expertise. Environmental Impact Report consultants wishing to be placed on the list shaII submit a resume indicating the firm's principal personnel, work experience, statement. + ^ �' of qualifications, areas of expertise, and any other information deemed necessaq by the Planning Department, Selection to the list will be based on experience, knowledge of the County, and available e..Vertise to ensure high-quality, in,depth and, comprehensive environmental 'impact: reports, Consultants with a possible conflict of interest with a project, ;direcfiy or indirectly, shall not be considered as consuitant for the project; 3. Following the determination that an EIR. will be required for a project, a letter shall be rent to the applicant stating that a consultant' must be retained to prepare the ETR. The letter will also inform the applicant of the issues that will need to be addressed in the HEIR, appeal procedures, and a generalized description of the consultant selection process. A list of County -approved conzultants, an Authorization and Agreement Form for the Preparation of EIRs and any other pertinent information will also be attached, 41 'The applicant may initiate the preparation of the EIR, by filing the following with the Planning. A fire rake was carried and periodically used to clear away vegetation cover. Generally ground visibility was 10-45 % with many rodent i ands clear of vegetation. All excavated areas (test holes for septic?) were also examined. Rcck piles where the land had been cleared. were examined as were many of the scattered cobbles in the parcel. The use of the bowl mortar in this area suggests a dramatically diferent environ- ment in the past, perhaps mare marsh -like or oak groves. Project drainage will be into the Mtlti Creek ' - Sycamore Creek Channel (SCC) which drains into Big Chico Creek, `;a tributary of the Sacramento River: A large vernal pool occurs on this grassland habitat ;site.
