This proposed agreement sets forth the policy and
understanding concerning a ;joint effort betyeenthe County o
Butte and the. City of Chico to obtain feasib;i,li.ty and- planning
studies assgciated with the implementation o.f the 'titrate Action
Plan. These studies relate to but are broader than the issues
raised by .;an annex,'ation proposal submitted; to LAFCo by Webb
Homes.;
LAFCo Iis the Lead agency .with respect to the EIR for the
