DISCUSSION OF ENVIRONMENTAL EVALUATION AN * 89-08-25•-02 The proposed project Is a rezone request from A-5 zoning classification to SR -1 zoning classification. The approval of the proposed rezone will allow for a future subdivision of the property into single-family "residential lots at I acre densities. Therefore, per the California Environmental Quality Act, Section 1-5061 (a) (1) the long range potential Impacts are generally addressed In this Initial study. Further discussion and review of this project will occur after submission of the tentative subdivision map or parcel map for this project site. This Initial study will address Itself to the Impacts related to the proposed rezone request.. ib: The proposed rezone will allow for the creation of up to 20 parcels on the project site. Development of future single-family residential parcels in accordance With the proposed zoning will result in minimum disruption, displacement of the soil considering the project site is a relatively flat piece of ground Overcovering and compaction of the soil however, would occur as a result of residential development associated with sidewalks, driveways, and building pads Ic: The project site has Very little relief In the topography. it Is anticipated that minimal earthwork will be required to provide building pads for residential dwellings allowed Under the proposed rezone. Ig: The soil on the project site Is characterized as prime agriculturally productive soils known as Vina-Farwell As,soclatlon. The parcel sizes of the two parcel proposed for the rezone Is 10 acres, which Is not considered large enough to be a Viable commercial agricultural parcel. The Land is utilized for a single-family home and is surrounded by residential development which Would' lmpair the future agricultural Uses of this site. Due to the close proximity of exlsting urban densities; and existing and proposed zoning of the project site and surrounding area, the loss of prime agricultural solis from the. project site is not considered significant. The D2N Area Land Use Pian has been reviewed by the Butte County Planning Commission and a preferred alternative known as Alternative *5 has been forwarded to the Butte County Board of Supervisors:- Alternative #5 proposes An Agricultural-Residentlal General Plan designation with an A-5 zoning classification. The proposed zoning Is a higher density than the preferred alternative of the Butte County Planning Commission for this site. The Land Use Element of the Butte County General Plan establishes site toning criteria as a guideline for determining the appropriate zone In each General Plan designation. Zoning factors to be. considered under the Low Density Residential General Plan designation are as follows: I. Existing parcel sizes and residential densities. 2a Availability of sewer or suitability for septic tanks. 3. Effects on adjacent uses, water quallty, air quality, noise, traffic flow and safety, and general environmental quality. 4.- Proximity to major streets, commercial services, and all public facilities. 5. Distance from airports, railroads, and industrial uses. 6. Exist -Ing Utilities, walkways, and drainage facilities. 7. Road access and Improvements will be delineated be the Butte County Public Works Department after submission of a tentative subdivision or parcel map; At this stage of the project, i't Is difficult to ascertain the traffic Impacts.
