AItC?.TTCT DESCRI C'iDN;' The project consists .of 'a revision to,'the; lutte County Land Ilse Plan acid related rezone for the Durham7DaytonI3elso Planning Area. This planning area contains approximately , 86906 acres and is one (1) of sixteen (16) planning "areas identified within the, county. ; Ttie project' is bound by the Sacraxnento River in the"west, highway 99' in the east, the Western Canal and the Butte/Glenn County lines in the' south and section>or property, lines.': in the, north (refer to the U.S G:S. ,maps). ' An additional items being considered ;as -part of this project is'the deletion of approximately 2190 acres from the Chico Greenline currently located, within;the planning area. - A. change y to the Greenline boundaries has been pursue since late 1987 in order to provide consistent boundaries befiween the Chico and, Durfiim-Dayt6n-Xelsbn (W4)' Planning- Areas. This - boundary line also represents the ib two the Chico -and Durham Unified Schoch Districts. The project area onsists primarily of level valley farmland devoted to orchard and field crops. Durham, D ton atid 'Nelson represent th'e three communities within the planning area, withDurham being the largest! in' teams. of Site and population. IV. The 'Butte County Seismic Safety tlement, of the General Plan identifies of ew possible lineation fault the pla t ng area. ,% addition, the entire county is Ft, within within Moderate Faith uake intenst Zone VIII, t✓ounty policy is to require geologic clearance for all' projects' located within 560 .feet of a possible fault to establish'appropriate mitigation measures., Tri addition, all nervi' construction requires minimum t arthgOake de'velopment< standards as set forth lin the Jniform Building Code. - k I This proposal will fads population growth around' the exi`stirig developed areas. Densities are expected to be less than tlat if exiting con di"tions were fully developed T1iis proposal ;could create a slower growth rate for tlie, punning area., a2. Since this proposal would result in'the reduction of dwelling units within the planning ` area, approval of this project finuld result in a demand for more housing in the future. The But County Regional ,Housing Allocation Plan recommends that approximately 7Q acres of land within the planning area be designated for. medium and high; density residential' development. This alternative provides for only 26 acres of ;land that could be designated ,;as meeting the affordable housing criteria: 139-f,- This project couUxesult in the eventual' deterioration of, the existing transportation network, create additional vehicular movement and increased traffic hazards„ Portions of the existing transportation system; within the planning area are in need. ofupgrading .and as; new development occurs this. condition can be expected to worsen: However; the overall traffic generation expected' from "this proposal would ' be less than the ei►is ting plan's traffic gerieratnon.. New policies being .considered would require additional improvements for new development, ida: Currently county fire service is considered adequate; however. due to the uncertainty of the County's financial status, the future service maybe questionable. Pressurized , "tor water systems may not be available ' all new development, At this tame', s q .: o f/I development that does not provide for pres urized water systems is re aired # n'stall internal sprinklers. - Jl4b. Police protection is currently below desired standards and immediate service expected' to 'be limited to emergency and lite threatening responses only, This has been a problem throughout the entire' county, Funding mechanisms are available and may have to be implemented for this area and possibly' the entire county to adequately mitigate this impact: - 14c, The Durham tTnified School 17istrict is'the provider for 1C=12 students.'.
