ANALYSIS:
This is a request to rezone approximately 81 acres 10clited on the east side of Cohasset
Road, approximately 1/4 mile north of Richardson Springs .Road, from. PR -5 to PUD.
The property vas 'retoned from PR -40 to FR -5 =n 1988, The property owners irlade two
subsequent subdivision applications. The first application was denied due to incomplete
environmental documents (the Applicant did not want to prepare an Elly); The second
application proposed the use of evaporation ponds foe sewage disposal since t►;

other than conventional septic tanks and leaclil eld systems. Alternative systems have
been accepted by the County in this zoning designation. In this instance the applicant
is proposing to install_ a ,hybrid system that will utilize individual septic tanks, a;
,recirculating sand/'gravel filter, shallow subsurface irrigation lines, and a pond for
reclaimed wastewater for the winter months. This type of system has been used in othrr

grass during a wet year and 15,000 to 18,000 square feet during a normal rainfall year.
Fescue grass will. be planted because of it's high evapo-transpiration .rate. This will
create a year round green meadow area that can also be utilized by residents for
recreation purposes: During the winter months the grass will not need the water and the
Buil will not be able to accept it. The water will then be pumped to 'a holding tponet to
be located on t'he southerly portion of the property, The pond has been sized to hold
the water from the residences and rainfall for a l in 100 year rainfall year. The area
needed is appraximately 1.5 acres with a maximum water depth of 4.4 feet. The pond
will probably be dry by May or June of each year. Since the water in the pond will b
treated and chlorinated it will not represent rrt )dor problem. It will also 'lie diluted
with up to three turves it's amount in rain water. The California, Regional Water Quality
Contrc., Board and the County Environmental Health Department have review ,,d the
proposed system and agreed to it's concept and design.

extremelyunlikely),
