The Butte County Board of Supervisors has made provision for the health, safety and
welfare of its special -needs citizens to allow temporary placement of a mobile home on
a smaller parcel than. present .County. Codes and .Ordinances permit to allow family or
friends to care for individuals who are unable to properly manage or care for themselves
without assistance.

Temporary Mobile Home
SUBMITTAL REQUIREMENTS
Prior to submitting an Administrative Permit application, it is requested that the applicant discuss
the application requirements. * County procedures, zoning provisions and possible conditions of
approval with the Development Services Staff.
The following it s are required to be submitted at the time of application:
1. plete a Pre -Application Review with the Environmental Health Division for on-site
sewage disposal requirements for the proposed use. The Environmental Health Division
charges a $46.00 fee for this review.
2. The completed, signed, Uniform Application and Affidavit. If the application is signed by
an agent r the property owner, and agent authorization form must be submitted along with
pplication. The Application shall not be accepted unless signed by the owner or
legal agent.
3. Six (6) copies of a plot plan drawn to scale. The finished maps shall be folded to 8
%" x 11". The plot plan must include:
* Name and address of Applicant/Owner.
* Property lines and lot dimensions
* Assessor Parcel Number(s) and the street address.
* Dimensioned locations of existing and proposed dwellings and improvements on
the property (including, but not limited to , buildings, driveways, parking areas,
wells, septic tanks and leach fields). Label all items shown on the map.
* North arrow and scale of drawing.
* All plans must be clear and legible.
Applicant is responsible for obtaining required permits from the Building Division prior to
the placement of the temporary mobile home.
Applicant is required to provide a surety bond, cash deposit, or timed certificate of deposit
to ensure the removal of the mobile home at the end of the permitted period. If the
mobile home is removed at the end of the permitted period, the deposit, or surety bond,
shall be returned to the applicant upon verification of the mobile home removal. The
amount of the bond or deposit shall be $1,500 for a single -wide mobile home, or $2,000
for a double -wide mobile home.

After all our conversations, let's charge them for both years (i.e. 2007 and 2008 - the fees were owed
regardless of whether they were invoiced). If they are concerned regarding the charges for 2008, when they
have indicated the mobilehome was reviewed, I would recommend waiving that portion of the fees upon their
providing proof (i.e. an invoice or receipt from the MH mover) it had been removed from the property prior to
April of 2008.
I will leave it to you and Mark to work out whether to charge the fees and then refund the entire deposit, or to
withhold the fees owed from the refund.

It would be easier to request the annual review fee from the owner, rather than take if from the deposit.
I'm not sure what the final decision was on whether or not we were going to collect for both 2007 and 2008,
or just 2007.
If we decide to take it from the original deposit, the interest should be on the original $1,500.00, not the
amount after removing the annual renewal.

stating that the MH for the Aunt Minnie has been removed
She will be sending me an email with all necessary
information to close out ADM 04-23.
Diane infomed me that we did not received the2007 and
2008 annual renewal payment A renewal form was sent
out for 2007, but not 2008. Kathy mentioned to me that
they have not used the MH for the Aunt Minnie for two
years. Planning never received a notice of not needing the
permit any more. The past due fees would be $55.00 for
2007 and $57.30 for 2008.
The $1,500.00 deposit was paid by Check- the names on
the check were Lonnie J. Enzi and Kathleen D Enzi (who is
now Kathleen Turner). Lonnie is her mother.
I sent an email to Richard Nixon, Bill Barron and Nancy
Springer asking if an inspector could swing by the parcel to
confirm that the MH is no longer there,

Nixon on May 14, 2009 that the temporary mobile home
had been removed (Please see attached email)
It was determined that the payment of the2007/2008 and
2008/2009 annual fees is required prior to refund of the
deposit. The Planner Manager did clarify that if the
applicant could provide proof that the Mobile Home was
removed prior to the 2008/2009 fee being due, the
department would waive the 2008/2009 payment I will be
contacting Kathy Turner to let her know.

On 8/3/2006, the Butte County Director of Development Services renewed your permit for a
temporary second living unit on your property. Section 24-304, as amended, of the Butte County
Code provides that your permit shall be for a term of one year and must be renewed annually if the
use is to continue.
Effective July 12, 1993, the Butte County Board of Supervisors adopted an annual renewal fee of
$50.00 for temporary second dwellings. Effective January 20, 2007, the fee for annual renewal
increased to $55.00 for temporary second dwellings per the Butte County Board of Supervisors,
Butte County Code 3-43.
Inasmuch as your renewal expired on 5/25/2007, you are hereby advised to apply for a renewal.
Please complete the enclosed renewal form and return it to this office with your check in the amount
of $55.00 made payable to the Butte County Treasurer.

PURPOSE: Administrative Permit for Lonnie Enzi on APN 024-282-005 for a temporary second
dwelling to be located at 331 Obermeyer Avenue, Gridley, on property zoned A-5
(Agricultural, 5 -acre parcels).
PERMIT REQUIREMENTS: Approval for a temporary second dwelling is subject to the following
requirements:
A mobile home certified under the 1974 National Mobile Home Construction and Safety Standards Act.
Occupancy of the mobile home shall be limited to Lonnie Enzi. An affidavit attesting to the relationship of
the involved parties was submitted with the permit application.
2. No rent is to be charged to the occupant of the mobile home.
The temporary mobile must meet the requirements of the Butte County Environmental Health Department
for domestic water supply and sewage disposal. The granting of this permit does not remove the
requirement of obtaining the appropriate permits from other Divisions, Departments, or Districts.
4. The siting of the mobile home shall be exempt from the site requirements of the residential zoning district,
except as required by Butte County Code Chapter 24, and the Butte County Code Chapter 28A.
The mobile home is declared to be a temporary use on the property, accessory to the primary unit, and shall
not be placed on a permanent foundation. Additionally, a temporary mobile home shall not be permitted on
a lot or parcel where there is an approved Second Unit.
The permit shall be granted for a term of two years. Extensions of the term for the permit, not exceeding
one year for each extension, may be granted if the application for the extension is filed with the Planning
Division within 60 calendar days prior to the date of expiration.
The mobile home shall be vacated upon expiration, or revocation, of the Permit and removed within one
hundred twenty (120) days after expiration of the Permit. If it is not removed within one hundred twenty
(120) days, the County shall remove said mobile home and store it at the owner's expense.
The Permit may be revoked if any of the terms or conditions of the Permit are violated, or if any acts or
omissions of the permittee, in connection with the use authorized by said Permit, constitute a public
nuisance.
9. The applicant must maintain a bond or deposit in the amount of $1,500 for a single -wide mobile home or
$2,000 for a double -wide mobile home.

so that such persons will not have to be institutionalist, but rather can reside near their close relatives who can help
care for them. The ability to care for one's close relatives will not only result in better care for citizens, but will also
negate in many situations the necessity for public assistance which many citizens find degrading and damaging to the
pride of the persons concerned and their immediate relatives. This will also provide privacy and dignity for the
relative as well as independence, of which these people are deserving.

Dear Ms. Enzi,
This department has completed our pre -application review to determine if it is possible to place a
temporary second dwelling on the above-mentioned property. You have indicated that you wish
to install a separate septic tank and connect to the existing leach field for the temporary dwelling
and there appears to be adequate room on the property. Provided that the application and map
presented- to the Development Services Department conforms to the map submitted to our office
we are prepared to approve the temporary dwelling.
You should be aware that other agencies will review this proposal when it is submitted to
Developmental Services. These other agencies may have conditions that would significantly alter
your project to the extent that we may need to change our conditions. Our tentative approval of
