Butte County Environmental Health: "l. Install sewage system under . permit and inspection from the Health Department. 2. Connect to existing well." ANTnr.vcTQ The project is a request to place a temporary mobile home as a second dwelling on property located on the north side of Kenneth Lane, approximately 800 feet east of Lone Tree Road, south of Oroville. The proposed mobile is to be located approximately 150 feet. from the, existing house and approximately 75 feet from the edge of Kenneth Lane. The proposed mobile home will not be located near any neighboring homes. This placement should not cause any undue hardships on the neighboring properties. Installation of a mobile home at this location 1 BUTTE COUNTY PLANNING COMMISSION STAFF FINDINGS - also should not result in any land use land uses. The adjoining parcels are dwellings. The applicant states that occupied by the applicant's parents. 0 conflicts or incompatibility of developed with single family the additional mobile will be The Aunt Minnie provisions (24-304) was adopted to allow families to take care of one another and still maintain independent living quarters and privacy. The application clearly meets the intent of the temporary mobile home ordinance. Temporary mobile homes also come under County Code Section 24-47 concerning issuance of a Use Permit. Butte County Code Section 24-304 provides for removal of the mobile home within 120 days of the time that it is no longer being occupied pursuant to the code section. The Code also makes provision for the County requiring a bond or deposit at the time of application of sufficient size to cover the removal expense of the mobile home. This is to ensure that the taxpayers at large (via the General Fund) are not charged those expenses should the County be forced to remove the mobile home pursuant to the code. Of course, if the applicant removes this mobile home voluntarily, then the bond or deposit would be returned. Similarly, if the County removes the mobile home, then only charges actually incurred would be reimbursed from the bond or deposit with the remainder being returned to the applicant. A survey of several mobile home dealerships in Butte County has indicated a rather wide range of estimated costs of removal. Cost, of course, would vary due to installation of landscaping, decks, awnings, and physical site characteristics. Taking the median figures and adding a small amount for administrative costs and storage costs, it appears that a reasonable deposit would be $1,500 per single -wide and $2,000 for a double -wide mobile home. These amounts seem reasonable to ensure that the mobile home is removed at no cost to the County or the taxpayers. The applicant proposes to place a double -wide mobile home on the property, so a $2,000 bond should be accessed. This project is Categorically Exempt from environmental review and appears to conform to the requirements of Butte County Code Section 24- 304 regarding the placement of a temporary mobile home. Recommendations: A. Note that this project is categorically exempt from environmental review; and B. Find that this proposed use of the property will not impair the integrity and character of the zone in which the land lies and that the use would not be unreasonably incompatible with, or injurious to surrounding properties or detrimental to thehealth and general welfare of the persons residing or working in the neighborhood or to the general health, welfare and safety of the 2 BUTTE COUNTY PLANNING COMMISSION STAFF FINDINGS - County because ; and C. The ability to care for one's close relatives will not only result in better care for citizens, but will also negate in many situations the necessity for public assistance which many citizens find degrading and damaging to the pride of the persons concerned and their immediate relatives. COMMENTS RECEIVED: Butte County Environmental Health: "l. Install sewage system under permit and inspection from the Health Department. 2. . Connect to existing well.,, The project is a request to place a temporary mobile home as a second dwelling on property located on the north side -of Kenneth Lane, approximately 800 feet east of Lone Tree Road, south of Oroville. The proposed mobile .is to be located approximately 150 feet from the existing.house and approximately 75 feet from the edge of Kenneth Lane. The proposed mobile home will not be located near any neighboring homes. This placement should not cause.any undue hardships on the neighboring properties. Installation of a mobile home at this location 1 I BUTTE COUNTY PLANNING COMMISSION STAFF FINDINGS - also should not result in any land use conflicts or incompatibility of land uses. The adjoining parcels are developed with single family dwellings. The applicant states that the additional mobile will be occupied by the applicant's parents. The Aunt Minnie provisions (24-304) was adopted to allow families to take care,of one another and still maintain independent living quarters and privacy. Find that this proposed use of the property will not impair the integrity and character of the zone in which the land lies and that the use would not be unreasonably incompatible with, or injurious to surrounding properties or detrimental to the health and general welfare of the persons residing or working in the neighborhood or to the general health, welfare and safety of the 2 BUTTE COUNTY PLANNING COMMISSION STAFF FINDINGS - County because and C.
