It was originally taken in as a minor use permit for a permanent second dwelling last October. Upon assignment to me, it was discovered that the parcel was zoned A-5 , which doesn't allow permanent second dwellings. The applicant was informed of this and came in to discuss the matter. He stated the reasons he needed the second unit and was told that it sounded like an administrative permit for a temporary mobile home is what he needed. He submitted an administrative permit application on Feb 1 (he says he submitted an application just before Christmas but we have no record of it). He paid fees for a minor use permit ($1,288) so we will refund the difference once this permit has been approved. Mr. McKellar stated that he needs the temporary mobile home to give his daughter a place to live. She just had a baby and needs to work in order to support her and the baby. Mr. McKellar stated that he and his wife would be taking care of the baby while his daughter is at work. However, I was recently informed that it will be easier and less confusing to refund you the full amount of the Minor Use Permit fee ($1,288). However, this means that you will have to remit to the- County the fee for the Administrative Permit for the temporary mobile home ($580.00). This can be accomplished once you have received your refund. Enclosed please find four claim forms. Please sign and date these, and return them to the Planning Department as soon as possible. The refund will take approximately one month for the County to process. I apologize for any inconvenience that this may cause you. On your application for a temporary mobile home, in item 1, you have stated that your daughter needs a place to stay. Unfortunately, this does not meet the intent for a temporary mobile home. The Planning Manager will not approve this application as it is currently written. I remember when you first came in that you had a valid reason for your daughter to live in the mobile home, but I can't remember what it is.
