follows:
li The Regional Board will require that a report of waste
discharge be filed for sewage disposal from this develop-
ment,.
2. The only mention of sewago disposal in this Draft DIR is
on page 15, where it states that water quality problems
are not anticipated because of widespread use of septic
tank systems in North Chico, We feel that widespread use
of soptic tank systems increase rather than decrease the
possibility of water quality problems and such impacts
should be discussed.

I am writing this letter in response to the Draft Environiticntal Impact Report
and the proposed rezoning of the soca.l.l.ed Eastwood Oaks Sabdivision (Bakos
property as it was once called) AP #44-09-0-13, AP # 44-21-0-012 and. AP 1�
V44 -32-0-24,,j And while I do notp speak resume to for my neighbors
Tom Polk, Panama Avet`ue and El Paso Way; I assure you that they art;, iy
and large, in fairor of flit position wh1, I will set out below. ='
The property set out above has presented problems to this group of neighbors
for considerable
years, lnd all,)of',dis have worked very hard in the past to
years,
p quality of this area: Not four years ago this
piece of land was to go into a mobile home court, and at that time the residents
surrounding this plot appealed to the County Commi.ss oner.s to rule against the
use premit required to developrthe property in this manner, With a great deal
of effort on the behalf of the majoiity of the.,nei.ghburhood we 'traveled to
:. Oroville and were able to demonstrate the gigantic impact this kind of high
density 'development would c&use,' To make a long story short, the residents
were successful in causing the.ruse permit to be rejected unanimously by the
County Commissioners and latai: by the Butte County Board of Supervisors as
well:, All appeals were al,'5o rejected by the Board of Supervisors, Alli;iri
all as many as sixty neighbors made upwa..cas of four separate trips to the` ,
county seat on Tuesday evenings, and..,patiently waited to late hours while
the heavy schedule of the Commissioners and the Supervisors allowed us to be
ht�ard. Suet are the feelings of this group toward impaction of our ,already
crowded neighborhood. Not wanting to risk this sante kind of future development-
we (the �eighborsj collected the npurssaty $100, and fileia petition to rezone
the A,2 po tions of the ne'ighbohood i -l. Again the commissiotiers and supervisors

degrade the quality of life in the area which has already seen a drastic re-
duction in its general environmental characteristics if rezoning to A-1 was

So again we are faced with an eves grander --scheme to develope the parcels
listed above into 131 condominiums,.d project that in fact will, result- inalmost

schools are already overcrowded, East Avenue has become impossible to get
on to from faeder streets such as Panama, Tom PblR and E1 Paso jay, noise
levels have increased to barely passable deciblea$ and pollution of the air is
already a fact from the existing increases in traffic on East Avenue and
ElV,jso Way. Most of all however, the area is a dangerous one for pedestzians,
bike riders and motorists as well.. All of these conditions tiow oxist, and
do not even speak to the potential increase oE theca and etho% 1actor6,,A ons'
result of the proposed Eastwood Oaks Subdivision, mph}al Revj6w No.

AfLer" having carefully read the Draft Environmental 'Impact Report for the pro-
posed development and rezoning we can sect" out some areas of; the Report which
we feel are erroneoub,and would result in a positive declaraLion. The proposed
firegate or emerge ncy"'exit proposed for the intersection of El Verano and El
Paso is unrealistic furthermore, later in the report the author states that
the increased traffic flow will be minimal. So will there be an emergency
exit or not? 11 Paso was also to Have anemergency exit at tlle:,end of the old

road where the apartment complex now stands, but in reality no gate exists and
El Paso has become a majorlcarrier of traffic despite being below standards set
by the county for 's�irh roads.. The result; of that is a tremendous traffic pro-
blem which expands into the other'w.�treets in the ansa:..
Beside noise levels, school ittipaction} air pollution already mentioned, tae
feel. that while percolation. is good in this area that there are still problems,
For example, after every rain water stands for long periods on Panama Avenue
which has drains on one side of the street only. Furthermore, the project
having so many units will certainly need 'more than the existing leach lines
set out in the draft; Certainly) we in the neighborhood aro not looking forward
1 to tennis courts and swimming pools located close to 6zist;ing single family
residences due to the inev?table noise which must accomp'a:ty these facilities.
The most problematic aspect of this project is the new number of people and
automobiles ('and motor cycles) which comes with it, On Fast Avenue, Tom. Polk,
11:•Paso, E1 Verono and Panama Avenue there are no sidewalks. Indeed, oat Pe,rama
Avenue there is a nursing home which %'eliee on that street- for i.tsP I
walking aioa. Since this facility is at thLlcorne of East Avenue, there18
no choice but for these elderly people to use Panama Avenue, Feeding into
Panama Avenue is a home licensed for the care of mentally retarded children;
located. on Lynnwood Circle these children too rely on Panama Avenue for their
outings' 'But from the design of the proposed project Panama Avenue and Tom Polk
are doomed to become outrageously dangerous in terms of numbers of automobiles
and motorcycles) not to mention the,noiSe and air pollution accompanying these
vehicles, Beyond that, the areas 'have described have been kncroached upon
by high density apartment cet,iplexes, mobile home parks and commercial operati&is.
I� What we have left is preciouti' to us, Single family residences are feasible
for the ".and under con`siderat�'on got the project in economic terms, and we
appeal`,to your department: to consider the long and short run ramifications of
permiting another high density project into what we consider an already impacted
area. Certainly we fully understand that the land will be developed) and our
great hope is that the IR -1 zoning for which we worked so long and hard will be
al.lowed,,to remain thus insuring the environmental quality yet left to us

to express our concern and opinion of the building of
Eastwood Oaks at the corner of `Som Polk and Panama Aves.

rezoning I feel very strongly against this type of building construction
for this area, There are quite a few aspects in the report that I don't
