The subsoil, to a de'pOi of 6 or more feet` ,is typically similar to the surface soil, but is some- what lighter,. in color. in places, the texture may become either coarser or finer with depth, as the result of deposited strata. Both surface soil and subsoil are_. permeable to -;cater. The soil most recently deposited, or that near the streams, Is apt to be,,dull brown rather than the richer.'brown typic;jl of the series. The reaction, is neutral, or slightly alkaline, by°,no'excess lime'is present " Included with this soil, as mapped, are gravelly areas, mostly long, barrow bodies on, the fans slightly above the general level of the soil.. Thess evidently result from`"the uneven depositl,on of material by the''streams. Similar areas occur on flood plains of }small streams. These gravelly areas are numerous and widely distributed and are shown by gravel symbols on the map. Gravel: is «btndant, both In the surface soil and subsoil, and the texture of the fine material may be lighter than loamThi 5 makeshe soil in these spots less-,retentive of moisture than, elsewhere, and crops suffer rathei, quicklyy during dry weather. The sub-soil is slightly lighter in color than the surface (.ail., but otherwise is similar to it. Over most of the soil;; there is no change in texture to a depth of or, more feet, but on the upper parts of the alluvial fans, some of the soil has a liglztor-textured or gravelly Lower subsoil layer, The presollt Chico General plan calls for agriculture north Of the Linclo Channel and west of the Vtpl made. however; alonli the Esplanade itself r the plan calls for t;hcirotrgYifare ,,rammer cial, The County General plan calls for l.ow-density residential throughout the area p however, tho;:'Opei Space Element of the General. The rezone area is within the Shasta Union Drainage Distrilct,. This drainage district was established by the 'Butte County Board of Supervisors in 1965. i. The acreage involved in this rezoning request is a portion of a rezoning program which was approved by the Butta County,'Plan- ning Commission in„1970; but at the request of the Butte County' Board of Sgpervisors, was eliminated from that rezoning proposal., and remained under the ":A-2” class%f,i gation 151.4.3. Environmental Impact. Cal Th h lny rcnmcntal Impact of, the Pro ftpd Action: The mayor environmental impLct would be the opening up of this Land to potential developinhnt. The consequences of i any development on this property could be: 1. The loss of prime agricultural soils and 110 acres of orchards and 60 acres of row crop. . J 2. Thd'expansion of the Chico Urban COMPIOX further north. along the Esrlanade from the developed area of ;8hasta and Lassen Avenues. 3. Increased traffic generation to and from the project area. 4. Degradation of air, noise and water quality could occur with the area developed to the potentials allowed under the rezone proposals 5. Nba-comp;lianoe with the City of Chico and Butte County's Central plans anal the County's :7pen, Space Bldmeitt of the General Plan. n i (b) AnyAdverseEnvironmental Effects 'Which Cannot Be KV6 ded if the Proposal is Implemented: The project wou'd be'a continuation of tho trend to expand development into an area that is contiguous to the urban- ized area of Chico. A good portion of the ,area is still agricultural or rural resid'?ntial and has itpt been fully developed into comm',,rcial ai'td high density .residential `)uses. (c) Mitigation Measures Proposed to Minimize the Impact: There have been three county Environmental, Impact Reports' written `-r or", c,his arra previously, one at the direction of the Board of Supervisors (Note Section 15144) . These have examined 'the area and „have proposed mitigation \a- easure`s to the problems presen,: a- by the '`A-2" zone. To gt;ote one report: "To mitigate tlie, ;g"rowth inducing imparts in this area ,, will entail.. ac+`..ion by the local government. What is the local -government's policy in regards to"this area? Does the County wish to, see continued parcel ,,splits in the area? Do the governing bodies of the County, wish to see agriculture, commercial, or residential " development in the area_? '!The"best way to set policy fb) this area of Chico is to begin with a rezone proposal. One proposal was already shownto people in the area at a meeting on November 20, .1974; at the Shasta Elementary School.. The two major toblems encountered with this proposal iIwere the "S-1" (Suburban and "R-4" (Maximum -Density Residential) toti,.rng proposals. The people in the "S= -l" proposal; wanted ,''S-2". The ppopl.e in the proposed. "R-4" asked tha' commercial zoning be considered. (Note Appendix VII) "A second altet6ative would be to set commercial, zones'' along the Esp.Sanade to Mud Creek and urban residential zones' to the we'at of the Esplanade. "A third alternative is to set commercial zones over those areas already developed for commercial and resit dential uses, and retain the presently undeveloped commercial, zones. Over tha remaining a rural. residentlali or green belt zone for residential uses could be placed. "'she fourth alternative would be to place high den8ity residential and commercial zones along the`'Bsplande, with , ral, residential zones went of the green bolt or rii Esplanade. "The fifth alternative woti%d be to place the "A-2" areas antler a :ural resid.etztial zone, retaining the present commercial zones; and making the non-66)tinercially zoned commercial areas non --conforming pVe-existing uses ) Alternatives to the Proposed Actio A possible alternative to this proposal would be "C -l", AIR -41',, and ""S-2" (Suburban, 1 Acre Lots) . ,SThe "S--1" zone would eliminate any acreages to be set aoicle for agricul- ture gr cul.-ture per se, with a minimum size lot of 8 125 sq. ft While ac,.2eage can be set aside of animals, the possibility of lots l; 6.ing careated, voluntarily; at otre acre seems.. remote. At least under the "'S-2"', "the base minimum would be set by the zone and a rural residential zone, with the possibility of agriculture, will have been created. The "18-21' zone would mitigate the densities that could be created under the l The 'S-2 zone would conform to the rural residential. nature of the area, 'Ehe "S-2 " zoning immediately west of the project site and the Interim "S-2" zones now in the area. q Another='alternative would be an altered version of the above, with "C-1" over the commercial areas and "S42" over all. The general comments noted above would al. -so pertain to this alternative, with emphasis added on ,he reduction of population densities and concurrent demmids upon the Public sector. 1j Lastly an "A-5+1 or "A-10" Zone could be placed on the; area. This alternat-:ve would preserve the prime agricultural soils the area, and would solidify the urban -rural ,inter face 6A northwest Chico, This alternative would be in confor mance with the City's General. Plan, the Open Spaoe,Element of the County's General plan, and the Agricul-;ural zoning now 4,n place to the west of Cussick Avenue a'nd north of i' Mud Creek, However, such a zoning would ignore the aspects s of Drainage District created by the Board of 5upetvi8or8 some ygiars ago. d (e) The long-term use of the area uld be agricultural. production.
