Dpdividual well Owners in all three arc-as have reportedly experienced,dif-i"l,rplty in obtaining adequate supplies, However, the subdivisions near Magalia that are pumping ground water from an abandonea mine shaft or the dc�yeloper of a large, deep !Yrii- gation well on the Forest Ranch Ridge have i: I t reported any Problems from their experience. There is, some geologic indication that deep wells (about 1,0500 feet) on the Fk'irest Ranch and C6",6s,sat ridges may encounter water-bearing aquifers, Eden* The April 1973 t,,eport by DWR,'PID, and Butte"County, entitled "llagalia Reservoir t4atershed Limnology and Wa_rl"qUality Study", had thi, to say about ground water in the Magalia area. My opinion 'of these Elks is pretty much the same as my opinion on most Elks: they fulfill the legal requirements for an EIR, but as for being adequate statements of the possible effeeto4of d6velopment on relatively undeveloped land, they are not. These are primaUly descriptions of the area in question. The descriptions of the environmental settings and habitat are so broad that they could apply to many different areas. Apparently there has been little or no research done to determine the dynamics of the ecological system. I fully realize that a lot of time and finances are requited to do a thorough EIR which may emrl up showing that minimal impact will Occur. Aut I also feel Olton sly that the only way to 'prevent serious ti habitat disruption and rdoir management of our resoutces is to tare - fully evaluate the teta,-durces through ion% term scientific investi- gation and take decibions based on that investigation.
