needed from our District Concerning paragraph (e) Utilities,
Page 12, We feel that the 8" water main in Skyway, and the j
61' water main in' Schmale are adequate and have no plans at pres-
ent for enlarging these mains, There is, however, an ex st'ng
4" water main runni`hg through the Northerly portion of the
property that is considered inadequate for a development such
as this
and would have to be upgraded at the developers own ex-
pense. A map is enclosed for clarity.

This propo,:sal is a PA-•C (PlannedAroa - Cluster) to ontablish 'com--
mereal and residential uses on a 14.35 acre site. 'Ujt jo property is:
located ' on the north side of the Skyway near its ittalloeotioit with Neal
I�oad in Paradise. The site has a gentle slope towa:;ds 'the Skyway and a
moderate slope towards Butte Creek Canyon on the northerly portion. The
elevation ranges f.'rom 1, 20 feet to 1,,580 feet above sea level,

The PAC to be called Village Square ncludes• a vav: ety,'61 laid uses.
The skyway frontage will be devoted to commercial use with three bua.ld�-
ings planned. The, northerly portion, of the property will be developed
w'-5h 28 cluster units',for single -family use Tw�1-mio y
homes along Schmale Vane will complete the residential. portion' oitl the

Accordir- to the applicant, the Village Square has been approached with
the inb- )to create a high quality, design with the environmbnt.al character
that woi,: -& make this project a highly desirable place and one that would

with buildings, streets, driveways, parking, decks, patios, colonnades
rand. balcony structures. The drainage patterns, will ,be changed ap-
,1 'precis bly. This is a m tigable impact through proper engineering of
dxalnt,ge facilities. Two drainage basins will be affected: One runs
under the Skyway via a drop inlet and proceeds to the southwest; the
" other � runs from the ridge area on the north part of the property toc, and
Butte ,Creek, Canyon.. .A, drainage easement across Le:ilan Lane and other
properties to the north must be obtained.
( � The developer intends to follow the contours of the, land and. do
a lim"Lted amount of grading. The topographical change will. be a minor
imp a6,b,
`1(e) Erosion potential is slight on the site. Al heavy rain could
cause some erosion since there .are presently large areas which are
cleared of vegetation.. The site was used previously as a tree farm;
ma.ny,of the trees were removed leaving the large cleared areas. The
soils are of the Aikeii-Cohasset association transitioning to Toomos-
l•:'+entz soills to the west. :A=nal rainfall. is 40" to 45".

1II DISCUSSION OF EMRGIaMNTA-L EVALUATION
1(8).- The landslide potential is rated as low by tho S4a.Caty Elemon;t
Map of the General Plan. An inf erred. fault is shown about four miles
to the southeast from this site according to the SeiwAjo Safe r Map
of the Genral Plan.
2(a) : The `PA -C will, generate a local increase in traffic which will
result in a localized reduction of ambient air quality. The amount
of traffic generated by the commercial uses will be a substantial
f actor in affecting air quality. The residential uses, of the prop G'^ty
will contribute emissions front about 210 vehicular trips per day. The
PARC. will result ins; an incremental- decrease of air qualii 7 .in the
Paradise -area.
3(b)See discussion, for I(b).
3(e).,,. The water quality of storm waters draining from the site' will',
be reduced. Overland flow from storms will collect increased amounts
of sediments, oils refractory organics as well as min.eral.;, biological
and:b ostimulatory constituents.-

3(1): Flooding will not,,be a problem, if surface drainage provisions
are property engineered. However, the possibility of increased. ,run--
off adversely affecting downstream properties (for instance, by over-
loading an existing culvert of inadequate size) should be looked into
and discussed in the E.I.R
3Ch) : The Pa_rad.%se, Zrri.gaton District is not curtail ng service to
new customers due to the drought. However, the water needs,of the
PA --C will have some affect on the .capability of Pi-I.D. to service
other customers. ; Water usage should be ,estimated and appropriate
water conservation measures employed.
4(a)': The site consists of a blend of natural vegetation and the trees
remaining from the former tree farm operation. There are some cedar,
walnut and several types'of pines among the trees on the site.. The
ap )li cant plans to retain the existing trees and plan 188 additional
trees throughout the project. A cluster of about 25 Ponderosa Pines
of 80 to 100 feet in height are located near the Skyway and the east -
west center of the property.
k(c): There will be 188 trees planted 'to supplement the existing'
species. Lawns and other landscaping will be incorporated into the
project design.
6(a): There will be an increase in ambient noise levels. The noise
from vehicular traffic, human voices, etc. from the commercial area
may affect adjacent reszents during business hours.
7 Light and glare could be a significant factor depending on the type
of lighting and signs used -for the commercial area along the Skyway.
Coordinatec) scheme for the signing and a discreet lighting scheme are
rccommsnded to mitigate potential light and glare.
8 The Butte County General Plan shows the area along the Skyway,

frontage as retail commercial with a transition to mediUM low density
residential to the north. Commercial growth inducement Mil.d occur on

10: Some .rPrisk of upset" exists in connection with the sewage disposal
system. If the system were to fail, raw sewage would be disch.ared
into drainage channels and ultimately into area streams. Chance of
this occurring is considered small, because Health Depaa.?tm,ent require-
ments will include reserve capacity.
11:'s The residential portion of the PA --C will net significantly alter
the location or density of the population in the area. The two Rw1
lots will have. ''a density of 4.dwelling units per acre,

day. A.titicipated traffic should be estimated for the commercial
activities

spaces in.the commercial area and 1,45 spaces in the residential area.
13(c) The Skyway and Schmale 1,ti .e are the roads which will be af,fected..
The Skyway becomes a four land road just to the east of the PA"() site.
A continuous .eft-turu lane is n alternative being considered by the
wublic Works Department to provide safe access to the development,

provision of good sight distance at intersections, access points of
sufficient width, and the left -turn lane will help Mi t: gate potential

core commercial areas and shopping centers can dilute the

Inc. Mr. Guth stated that at the present time the property is pretty
bare. Once the development gets underway the problem of dust is going
to be corrected. Standard construction practices will be observed.
There are certain things that can be done duri construction such as
watering.
Supervisor Richter stated that an interesting point has been
made in regard to dust created during construction. Supervisor Richter
questioned whether it would be possible to put a provision whereby the
Public Works Director is able to enforce dust control.

1. Pat Cornelius, Paradise. Mr.Corneli i us stated that hi.
propertywas adjacont to the proposed prosect: He was concerned about r
,the dust and dirt during construction of the project. He was also coi%cerned �
about his privacy and wanted ;to know if the property would be fenced.

Inc, Mre Guth stated that at the present``time the property is pretty
bare. (ince the development gets underway the problem of dust,,is going
to be corrected. Standard construction practices will be obseeved.
There are certain things that can be done during construction such as
watering. h
Supervisor Richter stated that an interesting point has been
made in regard to, dust created during construction. Supervisor Richter
questioned whether it would be possible to put a provision whereby the
" Public Works Director is able to enforce dust control.
