Via Castana, Crovi.11e, objected to the proposal for R-3 zoning for 20 .acres because resulting development could be detrimental to the duality of life in his neighborliood. Mr, Colby comment,od that because of the terrain there would be a'great deal of open space in this development The ho'aring was closed. Commissioner Gilbert made a ,,motion to recommend . This particular project has been before the Board previously as a General. Plan amendment. It is processed pursuant to the General Plan amendment and the enviromental checklists The only e nviromental concerns is traffic increase and drainage. This call be solved on a project by project basis. It would not make sense to put improvements before the project. He recommended a negative declaration. Bettye Blair, planning director, set out the background of the rezone. This was a follow up application. It was initiated as a General Plan change and is now a rezone. The Board hs copies of the minutes j and recommendations of the Planning Colni8sion. Hearing open to the public. Appearing: Lee Colby. Mr. Colby stated that he would appreciate favorable consideration for the rezone. Hearing closed to the public and confined to the Board. For the purMR) e-of determining whether an Environmental Impact Report is needed for a. project, we are required to con- sider the effects of full development of all your contiguous properties, If we were to make a decision based on the information presently available, we would have to require an 'EIR based on a lack of information relating to potential problems in the areas of drain- age and trafficcirculation. Additional informatflon is needed in the form of a traffic circulation master plan and an evalua- tion of the potential for on-site and offsite drainage pro'ble.1ns including the possibility of downstream flooding as a result of development in the project area. A Negative Declaration regard- ing environmental impact is a possibility if the additional infor- mation is submitted and gives evidence that no substantial environ- mental effects will be created by the project proposals, We sug- 9est therefore, that the decision a$, to the necessity for an EIRE, be held in abeyance until the additional information can be deve,- oped by your engineer and reviewed by our staff. 1` 7 County Center Drive Oroville, California 95965 Telephone (916) 534.4177 j ✓4 Lee Colby/Lew Pratt Vista 'Del Cerro # 2, 3, 4 Page 2 June 1, 1978 We have appreciated the opportunity to meet with you and discuss your projects. Assumming a R-1 type development for the total acreage, we would anticipate a S0 year storm flow of acreage to deeo. This may be offset due topaChigherden- Due to the topography we do ' p Y g a sixty development such as multi -family residential or commerci- al on portions of the property. In reviowing the capacity of the double 5.6'x8.0' box culvert on Lincoln Blvd., we have determined a maximum capacity of ;> approximately 600 c.f,s. Recognizing that; the review by,this office is of a preliminary nature, it appears there should be no problems created in the basin above Lincoln Blvd, due to the large difference betty en projected flow and design capa- city. I hope this data will assist you in making a meaningful judge ment. Very truly yours, Z D`ISR I OLh u ASSOCIATES )avid R, Driscoll Np President f 10 e9 s DRDjr
