DISCUSSION OF"`ENVXRONMLNTAL EVALUATION
This project is a reZ-9ne of 27.5 acres from A-2 (General) to AR -MH
(Agricultural -Residential Mobile' Home). The site is located about
"1300 feet east of Highway 70 and about 4410 feet south of Baggett-
Marysville Road (Ophir Road),
The site is gently rolling grassland with some woodland in the far
northern end. The property is situated above the moderately steep
slopes near Bagqett-Marysville Road,
The property lies -just south of the City of Oroville's primary sphere
of influence and gtitside of the secondary and ultimate spheres of
influence. The surrounding area is:currently rural residential and
agricultural. The area along Lone Tree. Road is predominantly agri-,,
cultural, in grazing uses. Proposed access to the site is east from '..
Lone Tree, Road and smith from LBagge:tt-Marysvi l le Road via 60 foot road
easements.
This rezonero osal is a subso uent
p p q project to a land division which
was approved 5y the Advisory Agency on October 9, 1978.
The Butte County General Plan designates this area as low density
residential, 1 to 4 dwelling units per arse.
1(b): The development of residences on four parcels would be accom
plished in the short-term. Further 'land divisions are likely on the
property to provide additional homesites, Though =the AR -MH zone has
a minimum lot size of 8125 square feet, the parcel sizes Would likely
average two acres in size for sewage disposal purposes
1(e), 3(b): -'Che access road which may be developed from the project
site to Baggett-Marysville Roadcould potentially generate runoff
and create some erosion due to the steep slopes. As part of the land
division, the Public Works Department required that -a cul-de-sac be
provided at the end of the street so development of the road exten-
sion is not a present consideration.

the rezone to AR -MN. However, the densities would be limited to about
one residence per two acres until such time as water and sewer service
became available.

acres is the minimum parcel size that would likely be approved for
any further land diiision on the property.. Seepage pits are normally
used for sewage disposal purposes in this area due to the lack of
adequate soil fow conventional 1eachfields. Soils in this area are
,;generally Redding gravelly s�nd,y loam; these soil's have a shallow
surface layer underlain by a hardpan layer at several feet of depth.
Without a community ws-►.ter system and/or sewer seryi,ce, the maximum
number of parcels that could be created would bel`approximately 12.
