Inter-Departmental Memorodum To; Planning Commission FROM; Bettye Blair, Interim Planning Director SUOJECT: A-2 Zoning Districts it u nnYr: September 6, 1978 The Board of Supervisors; on the 29th of August, 197$0 on a 3-2 motion, decided that no further parceling or subdivisions would, be allowed in the A-2 zone unless the zoning is consistent with the County General Plan. Staff was surprised at this action on the part of the Hoard, inasmuch as approximately 1/3 of the County is within the A-Z (General zoning distxict.. The parcel maps and subdivisions that have been processed in thisunclassi lied zone have been required to meet the minimum parcel size requirements as set forth in the General Plan, i.e., open Grazing '1­5 acres per dwelling 'unit, Low Density.,_R4si.denti;al 1-4 dwelling units per acre, etc. but the subsequent land use that is established is often in conflict with the Genea.l Phan. As you know, the A-2 zone allows the full range of land use without additional review. The Board's action was to control the land use not the minimum parcel, size, inasmuch as, currently, proposed divisions of property meet the General flan minimum parcel size requiremen.°ts4 in light of the Board's action, staff recommends the Commission consider y the initiation of zoning, bringing the A-2 (General), unclassified;,, areas into conformity with the General, Plan as quickly as possible. Staff believes the general public should not have to bear the burden of fe68 and time in having to 'make individual applications on zoning prior to their proposed subdivisions of property. The piecemeal effect that would rr,?"ult from this particular type of action could be detrimental to long-rang, land use planning.. It is the Commissions responsibility to make the long-term land development policy recommendations to the Board of Supervisors. The Commission may want to consider, initially, a recommendation to the Board of interim zoning which would reflect the General Plan densities and goals, as a method of eliminating the unnecessary delays for the general public.This would also provide that new land uses being established would not conflict with; the long range planning. Should the Commission feel that the time involved in accomplishing specific zoning would be excessive and create undue delays, then, perhaps the Commission should recommend that private consultants be retained. Staff believes, at this timer that. sufficient information is available regarding existing land use to enable the staff to prepare recommendations for the Planning Commission in the very near future.
